<br />City of Roseville - Planning Commission Agenda for May 4, 2005 <br /> <br />Page 2 of 5 <br /> <br />been working with Excel Energy, Williams Pipeline and BP Amoco on confirming all easements affecting the <br />property. The recently completed easement negotiations have solidified a 40 foot wide utility easement for BP <br />Amoco (referred to as Standard Oil Company) and a 60 foot wide utility easement for Excel Energy. Both easements <br />are located along the southern 60 feet of the parcel and run from the Hamline Avenue property line to the eastern <br />property line. The Excel easement, which is for the overhead power transmission lines, is 20 feet wider than <br />previously thought and discussed. Unfortunately, ambiguity in the dated easement documents left open the potential <br />for a "blanket easement" affecting the whole parcel. <br /> <br />Given the confirmed 60 foot wide Excel easement, Mr. Brown has redesigned Lot 2 (corner lot) and Lot 1 (lot fronting <br />Hamline Avenue) to afford greater design flexibility. However, these changed require Variances to Section 1004.015, <br />Residential Dimensional Requirements. <br /> <br />Specifically, Lot 2 (corner lot at Oakcrest and Hamline) would have a reduced size (13,194 sq. ft. to 11,931 sq. ft.); a <br />reduced front yard setback (30 feet to 25 feet); and a reduced rear yard setback (30 feet to 20 feet). Similarly, Lot 1 <br />(interior lot along Hamline) has an increased size (12,050 sq. ft. to 14,472 sq. ft.) to allow the building pad to shift <br />north due to the 20 foot increase in the easement and would have a reduced interior side yard (north) setback (10 <br />feet to 5 feet). <br /> <br />The City Planner explained the staff recommendation for Oakcrest Estates: <br /> <br />A. The dimensions of Lot 1 shall be reduced to 111 feet by 124.78 feet and a lot size of 13,851 sq. ft. and the <br />building pad reduced to 46 feet by 64 feet or 2,944 sq. ft. <br /> <br />B. The dimensions of Lot 2 shall increase to 109 feet by 114.74 feet and a lot size of 12,507 sq. ft., with the <br />proposed house footprint staying in the same location and size as indicated on the variance exhibit sheet. <br /> <br />c. The access for Lot 1, Block 1 is to a County Road, it is necessary to construct a turn around for this driveway. The <br />County Traffic Engineer (Dan Soler) must review this plat and driveway access and any work within the Ramsey <br />County right-of-way will require a permit. <br /> <br />D. Curb cuts must be in conformance with the City of Roseville residential driveway standards. <br /> <br />E. There is sanitary and water available in Oakcrest Avenue. However, it will be necessary to excavate within City <br />right-of-way to connect the new homes to these utilities. Street restoration will be necessary, consistent with the <br />City's right-of-way permit policy. <br /> <br />F. Prior to the issuance of a building permit for homes on Lots 1 - 3, a tree preservation plan must be submitted and <br />approved by the City, which plan must indicate those periphery trees to be preserves and protected. <br /> <br />G. A landscape plan (for full development) must be submitted and approved, which plan must include required street <br />trees as indicated in the Roseville Street Tree Master Plan for both Oakcrest Avenue and Hamline Avenue, and <br />interior landscaping. <br /> <br />H. The existing parcel is a non-platted lot. When platted into "Oakcrest Estates" it will have a park dedication <br />requirement. Since no new park expansions are proposed within this planning district or an adjacent park, the <br />applicant will be required to submit a payment in lieu of land dedication amounting to $1,000 per lot. <br /> <br />The City Planner recommended approval of three Variances to Section 1004.016 and recommended approval of the <br />Final Plat creating four single family residential lots from the 1.44 acre parcel located at 2550 Hamline Avenue, <br />subject to the six conditions as stipulated in the project report dated May 4, 2005. <br /> <br />Chair Bakeman and Thomas Paschke discussed the need for driveway of Lot 1 to be placed along the south side of <br />the house and within the Xcel easement. <br /> <br />Member Pust asked for clarification of 6.1.h (Park Dedication - $1,000 per lot). <br /> <br />Mr. Brown said he accepted the City Planner's report. He explained that Lot 1 will ultimately have a turn-around to <br />allow vehicles to enter Hamline Avenue.
