<br />TDANSTOP <br /> <br />December 13, 2004 <br /> <br />Duane Schwartz, Director of Public Works <br />City of Roseville <br />2660 Civic Center Dr <br />Roseville, MN 55113 <br /> <br />Via E-mail <br /> <br />Dear Duane: <br /> <br />As we discussed, Transtop is willing to amend their proposal to speak to the concerns expressed <br />at the Transportation & Public Works Committee Meeting on November 23, 2004. <br /> <br />From the discussion at the meeting, there were two main issues: <br />1. Maintenance Schedule <br />a. Transtop's original proposal was to pay a 9% franchise fee on the net revenue <br />collected, payable quarterly, if the shelters were maintained once a week. <br />b. Transtop is willing to amend that to provide maintenance "a minimum of once a <br />week or on an as needed basis based on specific site needs up to twice per week." <br />Currently Roseville maintains its own shelters on that basis. Transtop is also <br />willing to pay the original 9% franchise fee it proposed if this is the only <br />amendment made. <br />2. Trash Receptacles <br />a. Transtop's original proposal was to pay a 9% franchise fee on the net revenue <br />collected, payable quarterly, if Roseville was willing to provide a trash receptacle <br />for each shelter. Transtop was willing to pick up the trash on the schedule <br />described in I(a) above. <br />b. Transtop is willing to amend that provision, so that Transtop would provide the <br />trash receptacles and pick up the trash on the schedule as described in I (b) above; <br />however, if Transtop provides the trash receptacles, the franchise fee would be <br />8 % on the net revenue collected, payable quarterly. In addition, if a trash <br />receptacle is vandalized beyond its original cost, or if it is set on fire, it could be <br />removed. <br /> <br />We feel Transtop can do the best job for Roseville because: <br />. Transtop is an established Twin Cities company with 25 years of local experience in the <br />bus shelter advertising business. <br />. Transtop is minority managed <br />. Transtop already has a warehouse maintenance facility with a full time maintenance staff, <br />cell phones with pagers, and equipment.
