<br />EXISTING STREET CONDITIONS <br /> <br />I. <br /> <br />GENERAL COMMENTS <br />This area of Roseville is primarily single-family residences. With the exception of two <br />parcels located at the Rice Street intersection. These two properties are B3- general <br />business. This street, running along the south side of Lake Owasso, serves one of our <br />more mature neighborhoods in Roseville. The rolling topography and abundance of <br />mature and often native vegetation gives this area a unique quality. Area residents use the <br />shoulder of the road extensively for walking, biking, and jogging. <br /> <br />II. <br />A. <br /> <br />SPECIAL CONSIDERATIONS <br />Street Design: <br />South Owasso Boulevard is a rural cross section road that varies in width between 28 and <br />32 feet. The existing street right-of-way varies between 40 to 66 feet. Based on traffic <br />counts collected in 2004, traffic volume between Western Ave and Dale Street is 1700 <br />vehicles per day. The segment between The railroad tracks and Dale Street carries much <br />less than that at 532 vehicles per day. There is also a considerable difference in speeds. <br />The median speed for the segment between Western Ave and Dale Street is 38 mph, and <br />between The railroad tracks and Dale Street is 32. Both segments are signed 30 mph. <br /> <br />Generally this roadway serves as a neighborhood collector street. The traffic volumes, <br />while high for typical residential streets, is relatively low for a collector road. <br /> <br />1. Road Alignment: <br />S. Owasso Boulevard begins at a signalized intersection at Rice Street. The first 2300 <br />feet of the road runs straight east/west between Rice Street and Western Avenue, <br />where South Owasso Boulevard intersects Western Avenue on a curve. The existing <br />intersection is wide and cars tend to take the turn at high speeds. This configuration <br />allows for the unimpeded flow of traffic onto the road that has resulted in much <br />neighborhood concern. The existing curve at this point in the road does not meet the <br />30 mph design required by State Aid standards. <br /> <br />After the Western intersection, the road curves straight north to the BNSF Railroad <br />tracks. This segment is 1200 feet long. At the rail crossing the road curves again to <br />the southwest, this curve does not meet the 30 mph design required by State Aid <br />standards. <br /> <br />After the tracks, the road curves to the southwest running parallel to the railroad <br />tracks for 4100 feet to the Dale Street intersection. At this intersection the road <br />continues west, however that segment of road is not included in this project. The <br />existing intersection is wide open. Traffic coming north onto S.
