<br />Dale Street and traffic traveling from the west merge into S. Owasso Boulevard. <br /> <br />2. Parking: <br />Between Rice Street and Western Avenue, very little on- street parking occurs. A <br />majority of the properties on this segment of road are side yards, with parking <br />allowed on both side of the street on the cross streets. Western Avenue has <br />parking allowed on the west/ north side of the road. <br /> <br />Between the railroad tracks and Dale Street, many of the residents park vehicles <br />and boat trailers on the Railroad right- of- way directly across the street from their <br />homes. This 100- foot wide right- of- way runs along the entire south side of this <br />segment ofthe project. This area also has a history of being a "dumping grounds" <br />for debris, old appliances, tires, brush, and lawn clippings. These activities have <br />generated complaints to our Code enforcement officer. <br /> <br />B. Overhead Power: <br />The electrical lines along this corridor are all overhead. Overhead utilities are located on <br />both sides of S. Owasso Blvd. The transmission line towers on the south side are cost <br />prohibitive to move or bury. However, there are overhead local distribution lines that <br />cross over S. Owasso Boulevard and run along the north side of the road. Xcel Energy <br />also has an easement over the railroad property that may impact our ability to acquire <br />easements from the Rail road. <br /> <br />C. Storm water: <br />Lake Owasso is one ofthree major lakes within the City of Roseville. This 410 acre lake <br />is classified on the City's Surface Water Management Plan as a recreational water body <br />and is identified as DNR Protected Water No. 56P. Lake Owasso is an important water <br />resource in Roseville and is closely monitored by a number of agencies. <br /> <br />The total watershed flowing to Lake Owasso is approximately 947 acres and includes a <br />portion of Shore view. Generally, it is that area north ofTH 36, south of North Owasso <br />Blvd, east of Victoria Street, and west of Rice Street. The majority of this watershed <br />flows through a series of wetlands and ponds before discharging into the lake. The storm <br />water system is designed to maximize the removal of urban pollutants prior to their <br />discharge into the lake. <br /> <br />D. Property Considerations: <br />Between Rice Street and the Western Avenue Intersection the majority of the properties <br />adjacent to S. Owasso Blvd are single family residential properties. There are only 7 <br />properties that have their front yards on the street.
