However, a review of the <br />City Code concludes that a bank or financial institution (including drive-thru) is not allowed in a B-1 <br />zone. A further review of our historical files does not conclude how or why a drive-thru bank/financial <br />institution came to be at located 1445 County Road B. <br /> <br />Thomas Paschke reviewed the site plan and compatibility of zoning districts, utility and traffic <br />capacities and Comprehensive Plan. The staff recommended approval. <br /> <br />Member Pust asked when First Star vacated. <br /> <br />Member White asked the original purpose for a “B-1” zone. Thomas Paschke explained the <br />professional office uses and how it was transformed to a bank and drive through. Member White <br />asked if there was any adverse effect noted in records for the past drive through bank use. <br /> <br />Mike Kraft, T.G. Architects, representing TCF answered questions. Member Bakeman asked if TCF <br />at Lexington and County Road B will change use (Yes). She asked if traffic will be primarily a right <br />in, right out. Could the entrance on “B” be eliminated to reduce turning movements (applicant will <br />review this concept)? <br /> <br />Tom Masanz, 1440 County Road B, explained the road alignment and design. The left turn into the <br />site should be eliminated. Is there a retail component on this site? Thomas Paschke explained the <br />reason for rezoning only to a bank. <br /> <br />Member Bakeman noted that Pascal is where the road changes lanes and widths in each direction. <br />The left turn along the ease end of the site is the issue which creates traffic flow issues. <br /> <br />Mr. Masanz also noted that traffic now makes “U-turns” on “B”. Thomas Paschke explained the entry <br />on “B” was to be a right in – right out. A median in front of the bank may help. <br /> <br />Mr. Bob Lunberg, parcel owner from Zimmerman Realty, explained in 1960 a plat was to be an <br />office park. In 1975 Zimmerman made a deal with Roseville State Bank, with a drive through. The <br />turn in lane was created for the drive through. There was no median on “B”. <br /> <br />Deb Bloom, City Engineer, explained there are two accesses on Pascal. There is not a need for <br />access on “B”. She will recommend no “B” access. <br /> <br />Member Doherty explained that the site plan has five lanes exiting to Pascal. <br /> <br />Member Bakeman explained that the Bridgeman Building at Lexington and Burke was done similarly <br />(side entrance not on Lexington). <br /> <br />Member White explained the bank has been on the site for years and supported the request. <br /> <br />Chair Traynor closed the hearing. <br /> <br />Chair Traynor noted a bank has been on the site for years.
