City of Roseville - Planning Commission Agenda for June 1, 2005Page 3 of 8
plan, pedestrians’ safety, traffic to handle the access from County Road B. The applicant and
County will be consulted/engaged by staff to consider no access or limited access on County
Road B.

Ayes: 6
Nays: 0
Motion carried.

Discussion on motion:
Deb Bloom explained the motion may be too strong. There is no technical recommendation to
eliminate access. Staff and County should work on access issues. Member Bakeman asked that
further review be handled by staff and County. Staff explained that no impact has been studied
regarding Pascal entry/exit..

b.Planning File 3641: Request by Paul Zeimet for a Conditional Use Permit to allow the
construction of a 960 square foot detached accessory structure at 833 Sandhurst Drive.

Chair Traynor opened the hearing and requested City Planner Thomas Paschke provide a verbal
summary of the project report dated June 1, 2005.

Thomas Paschke advised that Paul Zeimet, 833 Sandhurst Drive, seeks approval of a conditional
use permit to allow the construction of a 960 sq. ft. detached accessory structure in his rear yard.
The lot is 80 feet wide by 160.5 feet deep or 12,840 sq. ft.

The following is a review of the proposed conditions under the City Code requirements:

CODE EXISTING PROPOSED ACTION

ALLOWANCECONDITIONCONDITION NECESSARY
SECTION
1004.01A3
SIZE LIMIT
40%of Rear
864 sq. ft.None960 sq. ft.NA
Yard
SECTION

1004.01A4
INCREASED 864 – 1,008
None960 sq. ft.CUP
SIZEsq. ft.
SECTION

1004.01A5
OVERALL
AREA
169 sq. ft.
(house vs. 1,021 sq. ft.230 sq. ft.1,190 sq. ft.
VARIANCE
accessory
structures)
SECTION

1004.01A6
IMPERVIOUS 30% or 3,852
2,179 sq. ft.3,136 sq. ft..NA
COVERAGEsq. ft.

Under normal conditions the City Planner (and the Commission) would review the applicant’s
proposed 960 sq. ft. detached accessory structure under the Conditional Use Permit criteria.
However, because staff is unable to find evidence to substantiate the granting of a VARIANCE to
Section 1004.01A5 (Overall Area), the detached accessory structure must be reduced to a size (800
sq. ft) to be in compliance with the City Code. This reduced size does not meet the threshold for
Conditional Use Permit review/approval. (Permits could be issued at any time.)
Because there were no demonstrated hardships to support the granting of a 169 sq. ft.
