City of Roseville - Planning Commission Agenda for June 1, 2005Page 2 of 7 <br />summary of the project report dated August 3, 2005. <br /> <br />Thomas Paschke advised that Mr. Iliff and family own a double frontage parcel he desires to divide <br />into two parcels. The existing lot, Lot 1, Block 1, Weleczki Addition, averages 112 feet in depth but is <br />over 327 feet in length. It is 27,123 s.f. in size, approximately 2.5 times the size of a normal lot in <br />Roseville. The proposal by Mr. Iliff would create two parcels. <br /> <br />Parcel “A” would include the existing home and be a minimum 93 feet wide (west-front) by a <br />minimum of 112 feet deep (south side) or 15,514 s.f. (which is 140% of Code requirements).New <br />Parcel “B” (the triangle) would be generally 226 feet wide along the west front (Dale Court) by 112 to <br />12 feet deep or 11,608 s.f. (93% of Code requirement for a corner lot). <br /> <br />Based on this proposal, Parcel “A” meets the minimum width (85 feet) requirement and the minimum <br />square footage (11,000 s.f.) requirements of Section 1004.016 of the Roseville City Code (see <br />attached land division sheet). Parcel “B” – the triangle - does not meet the lot size for a corner lot <br />which must be 12,500 s.f. <br /> <br /> Parcel A - Existing HouseParcel B - Proposed Lot <br /> ProposedRequiredProposedRequired <br />Frontage92 feet85 feet226 feet100 feet <br />Lot Size15,514 s.f.11,000 s.f.11,608 s.f.12,500 s.f. <br />Lot Depth135 feet (varies)110 feet12 to 112 ft (varies)100 feet <br />The Community Development staff recommends approval of a 892 s.f. lot size variance to Section <br />1004.016 (Residential Dimensional Requirements) for new Parcel “B”, and, <br />approval of a minor subdivision to allow the creation of one substandard residential parcel for <br />property located at 1822 Dale Court. <br />The recommendations are based on the findings in Section 5 of the project report dated August 3, <br />2005 and are based on compliance with the following conditions: <br /> <br />a.The City policy is to require payment of the Metro Area Sewer Availability Charge (SAC) upon <br />the issuance of a building permit. In this case, a $1,500 SAC fee is required and will be <br />collected with the issuance of a building permit for Parcel “B”. <br /> <br />b.The applicant must record the two lot minor subdivision survey within 60 days after the <br />approval of the City Council. Public utility and drainage easements of 5 feet are required on <br />the sides and rear lot line. <br /> <br />c.For Parcel “B”, the applicant must apply for and receive a Dale Court driveway access permit <br />from the Roseville Public Works Director prior to issuance of any building or grading permit. <br />The existing looped driveway must be removed as part of the building permit, or the owner of <br />Parcel B must provide an access easement for continued use of the driveway by the owner of <br />Parcel A. It the looped drive is to remain, the access easement must be submitted as part of <br />the building permit application. <br /> <br />d.A grading plan, soil borings, and the survey (“B” above) illustrating lot lines and house <br />setbacks must be submitted with the building permit application. <br /> <br />e.Within thirty (30) days after approval by the City Council, the applicant shall supply the final <br />survey to the Community Development Director for review and approval. A certificate of <br />survey shall be required on all proposed parcels. After completion of the review and approval <br />by the City Manager, the survey shall be recorded by the applicant with the Ramsey County <br />Recorder within sixty (60) days. Failure to record the subdivision within sixty (60) days shall <br />nullify the approval of the subdivision.
