The owner (current) could do many fence and landscape improvements. <br />He encouraged the Commission to look forward to a unique design, without further restrictions. <br />Member Boerigter said the future variances may be a concern. The hardship was created by the <br />property owner. A specific finding or record should be made for variance requests on this site in the <br />future. <br />Chair Traynor explained that additional conditions should be added; but he was concerned with <br />traffic and enforceability of conditions to be used in the future. <br />There were no further comments. <br /> ____________ <br /> <br />Chair Traynor closed the hearing. <br /> <br />Motion: Member Bakeman moved, seconded by Member Boerigter, to recommend approval <br />of an 892 s.f. lot size variance to Section 1004.016 (Residential Dimensional Requirements) <br />for new Parcel “B” for property located at 1822 Dale Court based on the findings in Section 5 <br />of the project report, finding that Parcel B is buildable even with its odd shape and the <br />hardships are the responsibilities of the owner, and subject to the conditions within Section <br />6 of the project report dated August 3, 2005, including an additional condition: a permit shall <br />be required for any fence regardless of height. Staff is to review landscape plans at the time of the building permit. <br /> <br />Ayes: 5 <br />Nays: 1 <br />Motion carried: 5-1 <br />  <br />b.Planning File 3659: Request by Meritex Enterprises for a two year Interim Use Permit to allow <br />the storage of motor freight trailers on the lot currently occupied by Shafer Contracting (also <br />an IUP) located east of 2258 Walnut Street building. <br /> <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke provide a verbal <br />summary of the project report dated August 3, 2005. <br /> <br />Dennis Welsch advised that Meritex Enterprises, Inc has negotiated a lease with a trucking firm <br />(currently located in the Twin Lakes Phase 1 area) to utilize the vacant paved triangular parcel in the <br />northeast corner of the property, which lies adjacent to Terminal Road and the Minnesota <br />Commercial rail line, as a temporary freight trailer storage site for two years beginning in 2005 and <br />extending through the summer of 2007. The trailers would be leased out as needed and returned to <br />the site empty for storage until needed again. <br /> <br />The applicant proposes to use the existing paved parking surface which was used for supplemental <br />parking for the Unisys and Meritex building located at 2555 Walnut Street. The paved truck parking <br />area would be entirely surrounded by 6 foot high cyclone fence (as required by City Code). Four <br />gates would be created, three along Walnut Street and one along Terminal Drive.
