The consensus was that an additional variance may be needed if the <br />driveway cannot be placed in the location proposed. <br />Delores Digernous, 2814 Lakeview, expressed concern the tree removal and new driveway surfaces <br />– which would mean that her property has a driveway on each side of her lot. <br />Duane Anderson, 2818 Lakeview, owner of the property on the north side, said the drainage will run <br />to the east, if blocked up it will enter his lot on the Boschee north property line. There is a need for a <br />private water main to serve the house – where will this be placed? Thomas Paschke explained the <br />drainage requirements and where new water flow or drainage an be directed on the Boschee site. <br />There were no further comments. Chair Traynor closed the hearing. <br />Member Doherty supported the Boschee house and design work (high quality) and the redesign of <br />the existing house will help the neighborhood. <br />Chair Traynor summarized the tree and driveway concerns. The City has no tree preservation <br />ordinance. Landscape plans are recommended. Member Wozniak explained his dislikes for the <br />planting of silver maples – there are better alternatives when replanting the site. The variance, as <br />stated, would not affect the hydrant. He supported a condition regarding the review by Public Works <br />and the Fire Marshal regarding the life safety, water service, and other public works issues. <br />Motion: Member Wozniak moved, seconded by Member Bakeman, to recommend approval <br />(approval w/modifications or denial) of a 70 foot frontage Variance and a 2.5 foot variance to <br />the driveway setback as required in Section 1004.016 of the Roseville City Code based on the <br />findings in Section 5 and conditions of Section 6 of the project report dated September 7, <br />2005., with a new condition “I” that requires review of the proposal by the Fire Marshal and <br />Public Works Department prior to a Council decision regarding fire hydrant location, fire\life <br />safety, and public works and water main placement. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried <br /> <br />Motion: Member Wozniak moved, seconded by Member Bakeman, to recommend approval of <br />a Minor Subdivision of property at 2808 Lakeview Avenue, pending variance approvals with <br />conditions, and based on the findings in Section 5 and conditions of Section 6 of the project <br />report dated September 7, 2005. <br /> <br />Ayes: 6 <br />Nays: 0 <br />Motion carried. <br /> <br />b.Planning File 3672: Request by Love from Minnesota and Dunn Bros. Coffee for a Conditional <br />Use Permit to allow a drive-thru window on the north side of the property located at 2465 <br />Fairview Avenue. <br /> <br />Chair Traynor opened the hearing and requested Dennis Welsch to provide a verbal summary of the <br />project report dated September 7, 2005. <br /> <br />Dunn Bros Coffee has negotiated a lease with Love from Minnesota to occupy a 2,000 sq. ft. portion <br />of the structure currently being occupied by Wine Time. The proposal by Dunn Bros seeks approval <br />of Conditional Use Permit to install a state of the art drive through window and reader/order board <br />along the north side of the structure. <br /> <br />The 1.83 acre parcel is located in a B-3, General Business District, and the Comprehensive Plan <br />designates the property as Business.
