He <br />expressed concern that the spaces may not be adequate. Thomas Paschke explained that 6 <br />vehicles at a time is s similar stacking at the Library. Will there be back up on to Fairview? DJR <br />Architects estimated the speed and turnover of the “beverage only” customers and projected a need <br />for 5 to 6 stacking spaces. There is also an escape lane to the rear of the building. Member Wozniak <br />asked how the bollards will work at the property line – is there enough space for the two lanes? <br /> <br />Member Bakeman asked if the front parking spaces will have cars that must exit around the building <br />– with entry only from the north driveway, exiting from the south driveway. (The County has not reduced access points along Fairview.) <br /> <br />Thomas Paschke explained the informal shared access agreement between the adjoining property <br />owners along the north property line. <br /> <br />Member Boerigter supported the project with striping, signage, and traffic flow to a capacity of 5 to 6 <br />vehicle spaces for stacking. Member Bakeman agreed. The diagonal striping and bollards will help. <br />She supported the protective pedestrian walkway. Member Pust suggested reduced parking in front, <br />and more parking in the rear. Member Doherty supported the parking in the rear but was concerned <br />about the emergency or passing lane adjacent to the drive though. <br /> <br />There were no comments from the public. Chair Traynor closed the hearing. <br /> <br />Motion: Member moved, seconded by Member Doherty, to recommend approval of a <br />conditional use permit allowing the installation and operation of a drive-thru window at Scott <br />Roberts Trust (owner) and Love from Minnesota (main tenant) for Dunn Bros.
