The site <br />includes a reinforces concrete slab measuring 18 feet long and 38 feet wide that is surrounded with <br />asphalt. The concrete slab is epoxy coated and designed for spill containment. The site has security <br />gates at both the entry and exit. An earthen berm borders the site to the south and east. The area to the <br />west has a slight elevation before becoming the cemetery property. The area to the north is a repository <br />for the County Public Works Division. <br />A portable sign displaying the site operating schedule and telephone number for the HHW program <br />would be posted on the site during each month long collection period. The hours of operation are <br />proposed at seven hours per day on Fridays and Saturdays during the two-month long period beginning <br />in June. <br />Bay West, Inc. will operate the collection site pursuant to the contractual agreement with Ramsey <br />County, and in accordance with the Ramsey County Solid and Hazardous Waste Ordinance, the HHW <br />operational manual written by the Minnesota Pollution Control Agency and any conditions stipulated in <br />this IUP. <br />Joe Wozniak, Ramsey County, explained how important the Kent Street site is to the collection process. <br />Paschke said the staff recommends approval of the Interim Use Permit request by the Ramsey County <br />Department of Public Health to allow the operation of a satellite household hazard waste facility in the <br />1700 block of Kent Street and located on County property previously improved for such use, subject to <br />the interim use permit being reviewed administratively on an annual basis on the anniversary date of the <br />resolution granting the interim use permit, with a staff report submitted to the Planning Commission and <br />City Council as needed. <br />Chair Traynor asked for clarification on the annual administrative review. Mr. Paschke explained the <br />reporting process and that only if there are management issues or code violations are the reports brought <br />back to the Commission and Council, noting that there have been no complaints regarding the Ramsey <br />County collection site. <br />Motion: Member Bakeman moved, second by Member Doherty to recommend approval of the 5 <br />year INTERIM USE PERMIT extension for Ramsey County Department of Public Health to allow <br />the operation of a satellite household hazard waste collection facility in the 1700 block of Kent <br />Street (located on County property adjacent (southwest) to the Community Corrections facility), <br />subject to the condition listed in Section 6.1 of this project report. <br />Ayes: 5 <br />Nays: 0 <br />Abstain: 1 <br />Motion carried: 5-0 <br />2 of 94/3/2006 11:54 AM <br /> <br />
