City of Roseville - Planning Commission Minutes for February 1, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0201.htm <br />Based on the information and findings provided in Section 4 and 5 of the project report, the City Planner <br />recommended approval of a conditional use permit to allow the construction of two additions of <br />approximately 4,012 sq. ft. to the existing church and school for Rose Hill Alliance Church, 2105 <br />Roselawn Avenue, subject to the following conditions: <br />A.The site being developed per the site plan in the application dated November 11, 2005. <br />B.The church entry and school addition, and associated improvements being limited to a footprint <br />not exceeding 4,200 square feet. <br />C.The worship center and associated addition/improvements being comprised of brick, metal trim, <br />and metal or aluminum window and door frames that blend/complement the existing building, or <br />concrete pre-cast panels, architecturally designed to blend/compliment the existing building. <br />D.The submittal of a grading/drainage/erosion/storm water management plan for the site to the Rice <br />Creek Watershed for review and comment and to the Roseville Public Works Department for <br />review and approval. <br />E.The entry addition shall be limited to a maximum height of 28 feet from grade, while the <br />classroom/office/library addition shall match the existing building height (18 feet) feet from grade. <br />F.The existing trash dumpster (adjacent to detached accessory structure in rear yard) shall be <br />screened from view. Section 1010 (Design Standards) allows the dumpster to be screened by <br />installing a solid board-on-board fence and gate. <br />G.All HVAC equipment and emergency power generation (if contemplated) shall be screened from <br />view. Section 1010 (Design Standards) allows such mechanical devices to be screened by <br />installing a solid board-on-board fence (Mr. Paschke noted that the project is consistent with the <br />design criteria in Section 101 of the City Code) <br />Member Boerigter asked if Rice Creek Watershed review had been completed (in process). Paschke <br />explained that the City Code will require some additional treatment of runoff from the site. Member <br />Boerigter asked if court yard irrigation should be a condition of approval. (Yes, it should if the area is not <br />used as an infiltration area) <br />Member Wozniak asked if the calculation of impervious surface had been completed. Paschke explained <br />for churches there is no pervious surface-green space percentage, but runoff from any increase in <br />impervious surface must meet the Watershed and the City Code requirements. <br />Chair Traynor clarified the required church (main building) setback of 30 feet from all residential property <br />lines. <br />Planner Paschke explained that one property owner has expressed concern about drainage and will work <br />with the church and the City Engineer to resolve possible drainage problems. <br />Chuck Liddie, church architect, illustrated a Rice Creek Watershed email correspondence waiving <br />requirements for this project. The plan now includes that all new drainage from the additions will drain to <br />the courtyard for infiltration. The Commission received the Watershed email waiver and paced it on file. <br />Member White reviewed the architectural design and explained that it was a fine example of renovation <br />design and materials. <br />Since there were no further comments, Chair Traynor closed the hearing. <br />Motion: Member Traynor moved, second by Member White to recommend approval of a <br />conditional use permit for Rose Hill Alliance Church, 2105 Roselawn Avenue, based on the <br />findings of Section 5 and conditions of Section 6, adding condition "H"-- a landscape plan to <br />include irrigation of the courtyard if no rain garden infiltration system is used for the <br />improvement area, of the project report dated February 1, 2006. <br />Ayes: 6 <br />Nays: 0 <br />4 of 94/3/2006 11:54 AM <br /> <br />
