City of Roseville - Planning Commission Minutes for February 1, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0201.htm <br />District. <br />The proposed dinner theater would occupy the Twin Cities Room. This banquet room historically has <br />been booked 30-40% of the available time on Friday and Saturday nights and for large wedding <br />parties--up to 200 people. The estimated capacity for Oops Theater is 100 people, which is about half of <br />the capacity of the Twin Cities Room. The reduction is due partly to the portable stage/performance area, <br />but also to the design of the seating area. Oops Theater anticipates an initial Friday and Saturday <br />evening performance (6:00 to 10:30); a Sunday matinee (12:00 to 4:15); and a weekday matinee (12:00 <br />to 3:30), which times will not typically conflict with the peak customer volume of the bar/restaurant. On a <br />typical Friday or Saturday evening the sit-down restaurant is busy between 5:00 and 8:00 p.m. while the <br />bar has limited patrons. After 8:00 p.m. the bar area has seen an increase in patrons while the sit-down <br />restaurant has seen a reduction. Currently the facility (bar and restaurant portion) is experiencing a <br />capacity of 60% or less on a Friday or Saturday evening. <br />Section 1018.08 of the Roseville City Code requires on-site parking at a minimum of: 1 space for every <br />2.5 seats in the sit-down portion of the restaurant; 1 space for every 20 sq. ft. of bar, lounge, public area, <br />and game room; 1 space for every 50 sq. ft. of each skybox; 1 space for every 50 sq. ft. of banquet area; <br />and 1 space for every 5 seats in the outdoor seating area. The site has 172 spaces and the owners has a <br />contract (Edina Realty lot) for 98 spaces and verbal agreements (Ford and North Suburban Clinic) for <br />106 spaces, for a total useable parking allowance of 376 spaces. <br />The Community Development staff reviewed the function of the premises and concluded that the parking <br />is adequate with a proof-of-parking permit. <br />Mr. Paschke reviewed the criteria for issuance of a conditional use permit and explained that this project <br />had little perceived impact. He reviewed: <br />a.Impact on traffic <br />b.Impacts on parks, streets and other public facilities <br />c.Compatibility of the site plan, internal circulation, landscaping and structure with contiguous <br />properties <br />d.Impact of the use on market value of contiguous properties <br />e.Impact on the general public health, safety and welfare <br />f. <br />Based on the information and findings provided in Section 4 and 5 of this project report, the City Planner <br />recommended approval of a conditional use permit to allow Oops Theater to utilize/occupy a portion of <br />the existing banquet area (Twin Cities Room) in the lower lever of Big City Tavern, 2801 Snelling <br />Avenue, subject to the following conditions: <br />a. <br />Community Development Department per Section 1018.12 of the Roseville City Code. <br />b.The theater must store all props and displays within the building or within a screened enclosure on <br />the premises approved by the Community Development Department. <br />c.The theater signage will be considered separate and must meet the requirements of Section 1009 <br />of the Roseville City Code. <br />d.All performances of the theater must occur indoors. <br />Chair Traynor asked the applicants or public for comments regarding the proposal and the staff report <br />(none). <br />Member Wozniak asked if, by making extraordinary parking requirements on adjacent properties, should <br />there be a cross walk on Lincoln Drive.
