City of Roseville - Variance Board Minutes for September 1, 2004Page 2 of 4 <br />Mike Thienes stated he is looking to screen a private Japanese garden. Most of years the enclosed <br />fence is not visible to the neighbors, being screened by the ten foot lilacs. Mr. Thienes has <br />explained the variance to the neighbors. He is aware of the conditions of approval. <br />Member Boerigter asked if there were comments received by staff (none). <br />Chair Bakeman closed the hearing. A ten day waiting period begins, after which permits may be <br />issued, if there are no written appeals. <br />Motion: Member Doherty moved, seconded by Member Boerigter, to adopt a Resolution <br />approving a 1-1/2 foot Variance to Section 1012.02B3 of the Roseville City Code for Michael <br />Thienes, 284 South McCarrons boulevard, based on the findings in Section 5 of the project <br />report dated September 1, 2004, and contingent upon the applicant’s compliance with the <br />conditions of Section 6 of the project report dated September 1, 2004. <br />Ayes: 3 <br />Nays: 0 <br />Motion carried: 3-0 <br />b.Planning File 3596: Request by Rose of Sharon (Kinderberry Hill Child Care), 2360 Lexington <br />Avenue, for a 10 foot Variance to Section 1009 of the Roseville City Code to allow the <br />installation of a monument sign five feet from the property line adjacent to Lexington <br />Avenue. <br />Chair Bakeman opened the hearing and requested City Planner Thomas Paschke provide a verbal <br />summary of the project report dated 9/01/04. <br />Thomas Paschke advised that Rose of Sharon, Inc. has made application on behalf of Kinderberry <br />Hill Child Care, 2360 Lexington Avenue, for a 10 foot variance to Section 1009.03M of the Roseville <br />City Code to allow the installation of a monument sign 5 feet from the property line adjacent to <br />Lexington Avenue. <br />The proposed sign would be located directly west of the Kinderberry parking lot adjacent to <br />Lexington Avenue, generally at the tree line. The proposed sign is a “V” design with two signage <br />faces toward Lexington Avenue. The sign is proposed at seven feet tall and eight feet wide, and <br />would be constructed with concrete, brick and a recessed metal panel, all of which conform to the <br />requirements of Section 1009.08 of the Roseville City Code. The proposed sign would be placed <br />within the 15 foot setback, directly in front of a portion of the parking lot. <br />The Staff recommended approval of a 10 foot Variance to Section 1009.03M of the Roseville City <br />Code for Rose of Sharon, Inc. (Kinderberry Hill Child Care, 1360 Lexington Avenue noting there is a <br />visual hardship and based on the findings in Section 5 and the following conditions: <br />a.The sign must be located a minimum of 5 feet from the property line adjacent to Lexington <br />Avenue. <br />b.The sign must meet all applicable requirements of Section 1009.04 and 1009.08 of the <br />Roseville City Code. <br />c.The flag pole shall have a maximum height of 20 feet from grate to top of pole.. <br />d.A sign permit is necessary and must be applied for and consistent with the site plan dated <br />August 19, 2004. <br />Chair Bakeman asked for details of snow storage. Thomas Paschke explained that the snow will not <br />hinder or damage the sign.
