City of Roseville - Planning Commission Minutes for March 1, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0301.htm <br />Mr. Paschke explained that On April 8, 1996 the Roseville City Council approved a CONDITIONAL USE <br />PERMIT for SuperAmerica allowing the redevelopment of 2295 Rice Street into a gas/convenience store <br />with a vehicle wash. The Council approval was subject to 9 conditions. He added that condition 7 <br />the site improvement and building permit issued were conditioned on the submitted plans, which did not <br />include fuel canopy signage. Hence, in order to allow such signage and AMENDMENT to the 1996 <br />CONDITIONAL USE PERMIT is necessary. <br />Mr. Paschke indicated the 1.1 acre (47,916 sq. ft.) parcel is located in a B-2, Retail Business District, and <br />the Comprehensive Plan designates the property as Business. Adjacent land uses include multi-family <br />(apartments) to the south and west and the Hillsborough multi-tenant office buildings to the north. To the <br />Amoco. <br />Mr. Paschke stated that over the past 5 years the he has reviewed proposals for inclusion of signage on <br />fuel canopies. Some canopies are free standing while other, because of proximity to principal structure, <br />most via department review/sign permit issuance, while one was approved as a condition of a Planned <br />Unit Development. These sites include the SuperAmerica on Hamline Avenue, the SuperAmerica at <br />Lexington Avenue and County Road B, the Shell station at Dale Street and County Road B, and the BP <br />Amoco at Fairview Avenue and County Road B2. The Building Official did compile a review of canopy <br />Mr. Paschke explained that the proposal by Speedway SuperAmerica to add signage to the fuel canopy <br />is permitted under Section 1009.08 of the City Code, as interpreted by the Community Development <br />its frontage calculation, which is determined by calculating the square footage of the building front (that <br />sq. ft. or 200 sq. ft.). In the case of the SuperAmerica site it would be afforded up to 150 sq. ft. of building <br />signage. <br />Mr. Paschke, stated existing signage at 2295 Rice Street includes a 24 sq. ft. sign/reader board, a 42 sq. <br />ft. SuperAmerica sign, and a 5 sq. ft. car wash sign for an existing total of 71 sq. ft. The proposal to <br />install/add 2 - 38 sq. ft. illuminated SuperAmerica signs (east and north sides of the upper fuel canopy) <br />would bring the total signage for the site to 147 sq. ft. which is below the maximum 150 sq. ft. allowed in <br />the B-2 District. <br />Mr. Paschke said the staff recommends approval of the CONDITIONAL USE PERMIT AMENDMENT <br />request by Speedway SuperAmericea for property at 2295 Rice Street to allow signate to be added to the <br />fuel canopy, subject to conditions. <br />Member Boerigter asked for clarification on proper Planning File number (3711). <br />Member Doherty indicated he does not recall a BP Amoco across the street form the SuperAmerica. The <br />City planner indicated that the fuel station was closer to Highway 36 and may have been a Amoco at one <br />time. <br />Member Wozniak asked how the Planner calculates signage as it applies to this situation (request for <br />canopy signage). The City Planner explained the allowances in Business District and that canopy signs <br />have been permitted in the past. <br />Member Wozniak asked to see the Lawrence Sign proposal and began to ask specific questions <br />different types of signs are calculated. <br />Chair Traynor stated it was interesting how sign is part of structure (fuel canopy), but that the structure is <br />not calculated as part of the sign. The City Planner explained current process/policy. <br />Member Bakeman asked if SA logo were to be included would its square footage be calculated and <br />2 of 56/7/2006 11.40 <br /> <br />
