City of Roseville - Planning Commission Minutes for March 1, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0301.htm
added to the total (yes). She added that the Planner discussed the difference between channel letter and
a cabinet, but that the proposed sign is to be illuminated and she indicated an assumption/concern that
side of the canopy would be lit. The City Planner stated that his understanding was that each letter would
be back-lit and not the canopy structure.
sign was calculated at 38 sq. ft., which fell just under the allowance for the site (yes).
Member Doherty indicated that it appeared the sign size was larger that the Staff determination; Chair
Traynor and Member Wozniak agreed.
The full Commission debated the manner in which the sign could be calculated as well as its size.
Member Wozniak asked how 2 signs at 40 sq. ft. do to the proposal. The City Planner indicated that the
size would exceed the limit by 1 sq. ft.
Member Bakeman asked if the total for the site was 150 sq. ft. of wall signage (yes).
Tom Jones, Construction Specialist--Speedway SuperAmerica, introduced himself.
Chair Traynor asked why the north and east sides of the canopy were chosen for the signs and Member
Bakeman asked if the sign and/or canopy would be lit.
Mr. Jones indicated that the north and east sides of the canopy were selected because they provided the
greatest visibility and that only the letters would be back-lit.
Member Bakeman and Chair Traynor asked about the other Roseville locations and whether others
would be seeking additional signage and/or would this equally brand all locations. Mr. Jones stated that
this was the last location that had not yet received copy signage.
that SuperAmerica has the option to apply for a variance.
Member Boerigter indicated that those were not all the options--the Commission could take Thomas at
his analysis and calculation as being consistent with the Code and the Commission could recommend
accordingly.
City Planner Paschke indicated that he was unable to verify whether a mistake was made in the proposed
sign calculations because his work sheet was not with him.
Chair Traynor asked if the method used would be similar to that which the Commission just used. City
Planner stated that yes it was, but again without the work sheet it is difficult to conclude what numbers
were used.
to take the Planner at his word. Chair Traynor indicated he was not disturbed with the 1 foot overage, but
wanted to be consistent and does not want to create future issue.
City Planner offered a simple solution--recalculate all wall signage on the site to confirm number and the
Commission can add a condition that limits the site to a maximum of 150 sq. ft. of wall signage--the
confirmation to be included in the document that would be forwarded to City Council.
Chair Traynor stated that the staff proposal makes sense and asked what specific condition should be
Member White was still concerned that the size was indeed larger. City Planner explained the diagrams
submitted and reinforced the maximum cap of 150 sq. ft.
Motion: Member Bakeman moved, second by Member Doherty to recommend approval of
CONDITIONAL USE PERMIT AMENDMENT for Speedway SuperAmerica, 2295 Rice Street, to allow
the installation of fuel canopy signage, subject to the condition (as amended) listed in Section 7 of
the project report dated March 1, 2006.
Ayes: 6
Nays: 0
3 of 56/7/2006 11.40
