City of Roseville - Planning Commission Minutes for April 5, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0405.htm <br />c.From the Commission: <br />Chair Traynor conducted the swearing in of Member Roe. <br />d.From the Staff: <br />Mr. Welsch announced his retirement effective April 29, 2006, and provided information about the <br />ongoing process of hiring a replacement. <br />5.Consent Agenda <br />a.Accept revised staff memo concerning recommendations on Super America Sign Variance PF <br />3711 <br />Motion: Member White moved, seconded by Member Bakeman, to approve the consent item <br />consisting of a revised version of the staff report, PF 3711, dated April 5, 2006. <br />Ayes: 7 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 7-0 <br />6.Public Hearings <br />a.Planning File 3692: Continuation - Introduction to Roseville Comprehensive Plan Update Process <br />for 2006 <br />1. <br />were raised by Commission Members regarding examples of communities that have been <br />successful in implementing planning policies that encourage sustainable development patterns. <br />During the ensuing discussions, Richfield and St. Louis Park were among the communities most <br />often cited for their successes, even though there was some question about whether Roseville <br />ought to model its planning policies after the policies adopted by those cities and about what <br />levels of population/housing densities would be appropriate for the City. <br />2.Discussion of existing Goals & Policies--Section 3 <br />of housing types, tenure, and demographic mix. It was ultimately agreed that the specificity <br />imparted by the use of percentage figures when discussing issues of balance (particularly of <br />housing type and tenure) facilitated assessment of progress made toward accomplishing the <br />of decline among school-aged residents, there is still uncertainty as to whether the Plan should <br />strive to draw the desired families-with-children to the City or simply to accommodate the <br />projected demographic changes. Whatever goals are ultimately integrated into the Plan, the <br />Commission needs to research the land use policies that could be adopted (and political <br />feasibility) to meet those goals, and the City should work with the School District to determine how <br />best to preserve the strength of the school system. <br />The current organization of the goals and policies document used to guide the discussion was <br />very policy-focused, so the Commission Members determined that they would be well served by <br />2 of 36/7/2006 11.42 <br /> <br />
