<br />Supplemental Observations and Areas of Interest <br /> <br />Current Cart and Bin Issues <br />There are two things a number of residents are currently doing with their garbage and recycling containers <br />that are either in violation of City code or are an impediment to workers trying to provide services. <br /> <br />Outside Storage <br />The first is a code violation: storing garbage and recycling containers outside where they can be seen by <br />neighbors and passersby. The City's Code Enforcement Officer says he gets.so many complaints about <br />visible garbage and recycling containers he can't <br />catalog theillall. It wa.spbservedthat of the people <br />who put their carts in the street'.I110re are in older <br />homes with narrow driveways. But the problem is not <br />exclusive to older neighborhoods. Some residents in <br />newer developments, usually on cul-de-sacs, place their <br />carts in the street as well. <br /> <br /> <br />Roseville streets are wide enough that the carts don't <br />pose a problem for the regular flow of traffic. <br />However, carts in the streets do cause problems for <br />snow plow drivers, street repair crews and letter carriers. <br />All these groups have complained about how the carts <br /> <br />35 <br /> <br />Almost half of the homes in Roseville were built <br />before 1990. And a quarter of homes have only <br />a single car garage. Alsolot sizes tend to be <br />smallefin the older developed portions of the <br />City. That makes storage space a premium. <br />Some residents say they don't see their outside <br />to beaproblem because garbage and <br />containers are waterproof and have <br />neighbors say the containers <br />are visible from their windows and are an <br />eyesore.
