<br />PART IV <br /> <br />ITEMS FOR METROPOLITAN AREA PUBLIC SUPPLIERS <br /> <br />Metropolitan area emergency management/ conservation plans must be consistent with <br />the law and with the Metropolitan Land Use planning Act, upon which local <br />comprehensive plans are based. This section briefly itemizes plan elements required by <br />Chapter 186, of the 1993 Minnesota Laws, in the Metropolitan Area <br /> <br />SECTION A. Description of Municipal System <br />Sections LA through ID and Section II.B fulfill the requirements of this section. <br /> <br />SECTION B. Water Utility Operations <br />Policies <br />It is the policy of the City to provide quality water at a reasonable cost. The City should <br />also ensure that the supply is sufficient to meet the City's water related needs, while <br />employing conservation measures to assure that water use does not have a long term <br />negative impact on its wholesale supplier or its water sources. <br /> <br />Objectives <br />Wise use of the wholesale water Roseville purchases is incorporated in system <br />operation by on-going repairs of water main breaks and leaks, as well as conservation <br />efforts. <br /> <br />Standards <br />Criteria to be used in system operation are developed in Sections I through III. Triggers <br />for implementing short term demand reduction measures are based on applicable <br />regulations promulgated by the Board of Water Commissioners of the City of St. Paul <br />wholesale water contract with that city. <br /> <br />SECTION C. Conservation Program <br />Sections III A. through III D. fulfill the requirements of this section. <br /> <br />SECTION D. Emergency Preparedness/Contingency Plan <br />Section ILA and Sections ILC through II H fulfill the requirements of this section. <br /> <br />SECTION E.
