<br />2. Annual Renewal of 5-Year Economic Development Plan <br /> <br />The City of Roseville has a5 Year Economic Development Plan in which it <br />forecasts new development and assistance necessary to create redevelopment on <br />parcels which are either under-utilized or blighted. This program is revised <br />annually by the Community Development Department, and is presented to the <br />Planning Commission and City Council, usually in the spring in coordination <br />with the Capital Improvements Program. Copies of the 5 year Economic <br />Development Plan are part of section 7 of the comprehensive plan. <br /> <br />3. Zoning Ordinance Update <br /> <br />In 2001 the City of Roseville approved three amendments to the Zoning <br />Ordinance. The first amendment occurred in Section 1004.01, Accessory <br />Buildings, which clarified the size, number, and placement of accessory buildings <br />in Single and Two Family Residence Districts. The second and third <br />amendments occurred in Sections 1008.10, Planned Unit Developments, and <br />1015.01, Amendments, correcting the majority vote necessary by the City Council <br />on zoning/ rezoning actions to be consistent with State Law. <br /> <br />The Community Development Department with the assistance of the City <br />Attorney began the comprehensive update to the Zoning Ordinance. This over <br />due effort was completed by the fourth quarter of 2003. Changes made and <br />incorporated into the City Code include updated to the definitions, language and <br />format in the residential, business, shopping center, and industrial zoning <br />districts. In addition, new language clarified non-conforming uses as opposed to <br />non-conforming buildings, and streamlined the variance and platting process. <br />The DRC continues to discuss the guidelines most appropriate for setback <br />permits. <br /> <br />4. Park Improvement Program <br /> <br />Each year, the City of Roseville Park and Recreation Commission reviews the <br />Park Improvement Program. The park improvement plan lists improvements to <br />individual parks as well as overall park policies necessary to upgrade the service <br />levels of the various parks. During 2000 - 2001, the Roseville Park and <br />Recreation Department received National Gold Medal Award and Accreditation <br />for submission of its park planning documents and recreation programs to the <br />National Park and Recreation Association.
