<br />5. Neighborhood Master Plans and Development Programs <br /> <br />During the Comprehensive Planning process,S areas were identified for master <br />planning or site planning activities. They are listed below: <br /> <br />The Arona-Hamline Neighborhood Master Plan was completed in 2002 after <br />a two year community and neighborhood planning process. (Appendix 7E) <br />Driven by the City owned Arona site that was purchase in 1990, the Plan area <br />includes the Arona site on the west extending east to Hamline Avenue and <br />includes a total of 35.98 Acres. <br /> <br />The planning process included numerous informal study and discussion <br />meetings with neighbors, owners, developers, institutions and churches, as <br />well as Council members and the Planning Commission. <br /> <br />The Arona-Hamline Neighborhood Master Plan seeks to create a unique <br />livable community that blends housing, commercial and public open space <br />with quality design, improved circulation and public gathering spaces. It is <br />the vision of the Plan to "Connect, Balance, and Renew the Neighborhood <br />for the Betterment of the People in the Neighborhood and the City of <br />Roseville" . <br /> <br />. The Plan seeks to create new housing opportunities that will enhance <br />and blend with the existing residential neighborhood, encourage <br />neighborhood investment and pride, and enhance the quality of life <br />throughout the area. <br /> <br />· The Plan seeks to upgrade the commercial center and other uses to <br />enhance and serve the needs of local residents. <br /> <br />. The Plan seeks to provide sufficient public and private open space <br />areas throughout the neighborhood that are essential elements of <br />community life and "sense of place" and to provide public <br />connections through streets and pedestrian trails within the <br />neighborhood. <br /> <br />Two of the three phases of redevelopment outlined in the Master Plan have <br />been approved. The phase I Arona site began construction in 2003 with 92 <br />units of senior housing cooperatives, 18 townhomes and 7 single family <br />homes. This project also included the development of a new city park, <br />improvement to the water retention pond, pathway system and construction <br />of Terrace Drive extension.
