All other roads in the City are classified as local streets. Their
primary function is to provide access to the adjacent properties.

C. NON-MoTORIZED PATHWAYS

The use of non-motorized pathways is continuing to grow in popularity in
the City of Roseville. The pathway system has been designed and
coordinated to provide connections with neighboring cities, and regional
corridors

There are presently 31.3 miles of non-motorized pathways in the City of
Roseville. The large majority of these (24.9 miles) are off-road pathways.
The remainder are pathways designated on the shoulders of street. The
system is fairly well distributed throughout the residential areas of the
City. The north-south pathways comprise the greatest number with a
total of 20.07 miles. The east-west routes cover 11.23 miles. See Figure
Trans-3 for a map of the entire system of existing and planned non-
motorized pathways. (Note: A pathway plan was prepared and adopted
in September 8, 1997 and is attached as a portion of Section 9.)

Bicycles can play an important role in helping to reduce congestion during
several months of the year. Potential improvements to non-motorized
pathways to accommodate bicycles include additional off-roadway bicycle
paths, additional bikeway lanes striped on roadway pavement, and the
use of sidewalks with curb cuts. Bicycle pathway facilities are eligible for
funding under both state and federal transportation programs. For the
existing Bicycle Pathway system see Figure Trans-3.

D. RAILROADS

There are two rail lines in Roseville. The Burlington Northern (BN) RR
track runs from the northeastern corner of the City southwest to a point
south of County Road C near Victoria Street, then west and parallel with
County Road C through the City. (A City pathway parallels these tracks
from Cleveland Avenue to Victoria Street). The Minnesota Commercial
RR track runs north-south from the southwestern corner of the City north
between 1-35W and the west city limit. Both are local service tracks and
not main lines.

The Ramsey & Hennepin County Regional Rail Authority have recently
purchased a portion of the BN track from the western City limits to
Walnut Street for the Northeast Diagonal Corridor. This corridor will be
used for transit. A federal grant was acquired to construct a multi-use

Roseville Comprehensive Plan - 2003 Update

Transportation - Page 9 of 28
