<br />early morning until late at night seven days a week, with more <br />buses and shorter headways on regular weekdays. The service <br />includes Routes 83 (Hamline), 84 (Snelling), 62 (downtown St. Paul <br />via Rice Street), and 65 (Dale Street) to St. Paul, and Route 61 <br />(Hennepin Avenue) to Minneapolis. <br /> <br />3. Roseville Circulator <br /> <br />The Roseville Circulator system is the first suburban circulator <br />system established by the RTB in the metropolitan area. The RTB <br />started this in 1989 as a prototype for a new type of suburban <br />transit service where neighborhood circulators act as feeder routes <br />to the regional system and serve short localized trips. In 1991 the <br />RTB converted the system from a "demonstration" service to <br />regular route service. <br /> <br />All Roseville Circulator buses are equipped with bike racks to <br />allow passengers to bike to bus stops and then ride the bus. <br /> <br />4. University of Minnesota Transit Service <br /> <br />The University of Minnesota Transit Service runs buses to the <br />University through Roseville, including a stop at the Rosedale <br />Transit Hub. <br /> <br />5. North East Diagonal Land UsefTransit Study <br /> <br />The Ramsey and Hennepin County Regional Rail Authorities <br />continue (as of 2003-04) to complete feasibility studies and review <br />transitway funding options for the Diagonal. Hennepin County <br />will open a trail system on their portion entering Roseville in 2006. <br />Both Authorities have advocated for the inclusion of the N.E. <br />Diagonal in the 20 year Metro Council Transitway Plan. (See <br />Appendix 12-5D) <br /> <br />IV. ANALYSIS OF TRANSPORTATION NEEDS <br /> <br />Future transportation needs are determined from an analysis of existing needs <br />and the use of computer modeling to understand future demand. Traffic <br />congestion is one indicator of an existing need. However, maintaining and <br />developing system continuity is also important. Identifying future needs also <br />requires an understanding of the existing land use pattern in the City, as <br />examined in previous chapters of the Comprehensive Plan. <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Transportation - Page 12 of 28 <br />
