<br />A. STRENGTHS OF THE EXISTING SYSTEM <br /> <br />Roseville has a good-functioning highway and transit transportation <br />systems, not withstanding some existing and emerging transportation <br />concerns. The City is well served by two major regional freeways: 1-35W, <br />serving north-south traffic, and TH 36 serving east-west traffic. The <br />freeways provide most Roseville residents with ready access to other parts <br />of the Twin Cities metropolitan area. <br /> <br />Most neighborhoods in the City are adequately served by an existing grid <br />pattern of streets. Lake Owasso, in northeastern Roseville, is a natural <br />barrier to free directional movement of traffic in that part of the City. The <br />industrial area west of 1-35W, is the only area in the City, which may need <br />improved circulation and access facilities, depending on future land uses <br />in the area. <br /> <br />Widening and improving existing facilities is the paramount need, rather <br />than constructing entirely new roadways. This is a distinct advantage <br />compared to many Twin City metropolitan suburbs. <br /> <br />The City is responsible for the local roadway system, which includes <br />upgrading the forty -year-old system. The program, in it's final phase, has <br />resulted in a good quality local street system. Approximately 90% of the <br />City Sh"eets have been reconstructed in the last 25 years. <br /> <br />In 1991 the City conducted a city-wide Short Range Traffic Improvements <br />study and plan which identified intersections and roadway segments with <br />capacity or safety deficiencies which could be corrected or improved by <br />implementing low cost, short range improvement projects. The City has <br />continued to implement these improvements as the opportunities arise. <br /> <br />B. ROADWAY SYSTEM <br /> <br />Traffic counts used for this study were conducted in 1990 and compared <br />to previous counts made in 1986, 1982 and 1978. Traffic volumes for the <br />previous years are also shown to provide a basis of comparison, and to <br />illustrate traffic growth which has occurred over time. <br /> <br />The greatest numerical increases in traffic volume were on the City's two <br />principal arterials, 1-35W and TH 36. From 1986 to 1990 traffic increased <br />from 85,700 average daily traffic (ADT) to 118,000 ADT on 1-35W at TH 36, <br />and from 62,900 ADT to 72,000 ADT on TH 36 at Lexington Avenue.
