<br />greatest percentage increases in h-affic volumes over the same four-year <br />period occurred on County Road B at Snelling (60%), on Hamline at <br />County road C (47%), and on County Road C at Long Lake Road (40%). <br />Average daily traffic refers to total average daily vehicles passing through <br />the roadway segment. The 2000 traffic volumes are shown in Figure <br />Trans-7. <br /> <br />In a community-wide survey conducted in 1990, residents of Roseville <br />said traffic congestion was the number one problem in the City. In a <br />subsequent series of focus group interviews conducted by the City of <br />Roseville, as part of the Vista 2000 process involving over 400 residents, <br />traffic congestion was again named the number one problem in the City. <br /> <br />Roadway congestion is the result of travel demand exceeding roadway <br />capacity. The capacity problem may be caused by deficiencies in an <br />individual roadway or by an insufficient system of roads serving the area. <br />An individual roadway without enough lanes to accommodate traffic <br />demand or without separate turn lanes to allow turning traffic to move <br />out of the through-traffic flow does not have adequate capacity. A system <br />capacity problem is present when an insufficient number of arterial roads <br />are present to support the regional and city roadway systems. <br /> <br />The following are major congestion locations on the Roseville <br />transportation network. <br /> <br />The principal arterials of TH 36, 1-35W, TH 280 and TH 51 have congestion <br />during both the morning and afternoon peak periods. TH 36 and TH 280 <br />are considered highly congested metropolitan highways because their <br />capacity is being exceeded four hours or more per day. Of these two, TH <br />36 is the most critical because of its prominence as the principal east-west <br />traffic carrier across the length of the City. <br /> <br />A corridor study of TH 36 by Mn/DOT is a logical next step to look at <br />how the facility can best be upgraded. It will look at what types of <br />improvements, such as HOV lanes, new bridge overpasses, and new <br />geometrics to accommodate queuing at interchange ramp meters, will be <br />necessary to accommodate future traffic. <br /> <br />C. RaSED ALE <br /> <br />The Rosedale Shopping Area presents a unique congestion problem in the <br />City of Roseville. The area is a very important retail center for the City <br />and the region.
