Western Avenue curve between Millwood and Owasso Boulevard <br /> <br />This report should be periodically updated to reflect changes in traffic and <br />development. <br /> <br />Preservation <br /> <br />Continue the residential street reconstruction program which began in the <br />1980's to add storm sewer, curb and gutter, and new pavement to existing <br />streets in residential areas. <br /> <br />Work with Ramsey County to monitor the need for pavement renovation <br />or replacement on collectors and minor arterials under county jurisdiction. <br />In a fully developed suburb like Roseville there are likely to be roads <br />which do not need additional capacity but do not need pavement <br />renovation. <br /> <br />Capacity <br /> <br />The City should encourage the county to add adjacent pathways to at least <br />one side (and preferably both sides) of any county road at the tilne the <br />road is reconstructed. <br /> <br />TH 36 - Work with Mn/DOT and other agencies to implement a staged <br />reconstruction program of replacing the bridges at Rice and Lexington to <br />allow implementation of a high occupancy vehicle (HOV) lane on TH 36. <br />Increasing the capacity of TH 36 with the replacement of these bridges <br />would also allow improvements to be made to the intersecting arterials at <br />TH 36 to allow adequate turn lanes and queuing areas for vehicles waiting <br />at ramp meters. Most stretches of TH 36 also have sufficient right-of-way <br />to incorporate a landscaping program to enhance the road. <br /> <br />The City should continue to work with Rosedale and the surrounding <br />malls to monitor traffic and potential improvements such as transit, IVHS <br />as well as additional roadway capacity. <br /> <br />2010 traffic forecasts show that additional capacity should be added to the <br />following roads: <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Transportation - Page 25 of 28 <br />
