Rice through the City (5 lanes) <br /> <br />As redevelopment occurs in the western part of the City, the need for new <br />or improved roadways should be monitored. <br /> <br />C. TRANSIT AND TRAVEL DEMAND MANAGEMENT <br /> <br />The Metropolitan Council should be encouraged to maintain the existing <br />level of transit in the City of Roseville. Potential improvements include <br />addition of a new circulator route in the Twin Lakes/Centre Point area, <br />midday service to the two downtowns and service connecting Rosedale to <br />other suburban hubs. The City should also work to ensure good <br />pedestrian ao;:ess to bus stops and shelters where necessary. <br /> <br />In Roseville the local sensitivities to expanding roads are reflected in the <br />goals expressed in the Vista 2000 report as well as this plan. Therefore the <br />City should support travel demand management such as the HOV lane on <br />TH 36. Additional park-and-ride lots may also be needed. <br /> <br />The City should provide improved bicycle and pedestrian facilities <br />between residential areas, work sites and transit facilities, and should put <br />in place land use controls that encourage development that is "transit and <br />pedestrian friendly." <br /> <br />D. BICYCLE AND PEDESTRIAN PATHWAYS <br /> <br />Figure Trans-3 shows the current Roseville pathway system. During the <br />next year the Pathway Committee should revise their Pathway Plan. This <br />plan should recognize the following: <br /> <br />1. The need for bicycle facilities along all minor arterials since they <br />usually provide the most direct route for a bicycle traveler, but high <br />levels of auto traffic can pose safety conflicts. <br /> <br />Roseville Comprehensive Plan - 2003 Update <br /> <br />Transportation - Page 26 of 28 <br />
