<br />RESOLUTION 06-XX <br /> <br />CAPITOL REGION WATERSHED DISTRICT <br />RAMSEY COUNTY, MINNESOTA <br /> <br />RESOLUTION SETING A CAP ON COSTS FOR LINEAR PROJECTS AND THE UNIT COSTS USED TO <br />CALCULATE THE COST OF VOLUME REDUCTION BEST MANAGEMENT PRACTICES <br /> <br />WHEREAS, the Capitol Region Watershed District (hereinafter "District") has rules that require volume <br />reduction to be achieved by all projects greater than one acre in size including linear projects; and <br /> <br />WHEREAS, the District convened a technical advisory committee to, in part, address issues related to <br />volume control on linear project; and <br /> <br />WHEREAS, the volume reduction costs per acre of imperviousness for linear projects may be <br />significantly higher than typical non-linear projects; and <br /> <br />WHEREAS, most linear projects may have a long range planning process and complex budgets, <br />therefore it is important to have a known cost for compliance for ing and budgeting purposes; and <br /> <br />WHEREAS, the technical advi <br />costs per acre be set for linear proj ec <br /> <br /> <br />nt landowners, stakeholders and/or residents <br />s;and <br /> <br />WHEREAS, linear projects are commonly within est sh ilIWrridors with limited space available for <br />volume reduction BMP's, limited right-of-way and often s e the ri~~f-way space with many public utilities <br />that all have the right and need to be located in that area; <br /> <br />WHEREAS, linear projects affect and impac <br />and require a greater level of coordination than nonli <br /> <br />WHEREAS, linear projects have alar <br />reduction standard; <br /> <br />impervious surfaces to be treated with the volume <br /> <br />recommended to the Board of Managers that a cap on <br /> <br />THEREFORE, BE IT RESOLVED the District adopts the attached Volume Reduction Unit Costs <br />Worksheet to calculate the total cost of volume reduction best management practices; and <br /> <br />BE IT FURTHER RESOLVED by the District that for linear projects, the total volume reduction costs <br />to the project applicant shall not exceed $20,000 per acre of impervious surfaces in the project area; and <br /> <br />BE IT FURTHER RESOLVED that the Board of Managers annually review and adopt the Volume <br />Reduction Unit Cost Worksheet and the Cap on Costs with input from the Technical Advisory Committee. <br /> <br />Adopted by the Board of Managers ~. <br /> <br />BY ORDER OF THE BOARD OF <br />MANAGERS OF THE CAPITOL REGION <br />WATERSHED DISTRICT. <br /> <br />Robert P.
