Member Willenbring asked if they addressed debris in the streets, such as
residents blowing their grass clippings into the street when mowing.
Schwartz said they do but the City polices that, and we have our own
management plan.

**Doug Wilke swore in new commission member James DeBenedet.

Member DeBenedet said that he went through the material, and he thought
Capital Region was being reasonable with their changes. He referred to a
previous conversation with Deb Bloom where she had said Capital Region
was looking at volume control for I" of runoff on the site, but he said he
thought they meant 1" over the impervious area. Bloom said she would
check on that.

Chair Wilke updated the Commission on the Chairs meeting. They
discussed updating the comprehensive plan, and the PWET Commission
will need to discuss what changes to recommend.

Duane Schwartz presented an article that was forwarded to him by a
resident regarding privatization of water services. Member Willenbring
asked if anyone in the Twin Cities had been approached by these
companies. Schwartz said he thought that St. Paul Water Authority had
been several years ago.

Duane Schwartz talked about the Community Visioning meetings that had
occurred. The steering committee is meeting next to discuss the topics
brought up by residents.

Deb Bloom updated the Commission on current construction projects in
Roseville.

5. Outline of Discussion Points for Council Meeting on July 17th

Duane Schwartz said they would like to come up with an outline of topics
the Commission wanted to discuss.

Chair Wilke suggested discussing the fact that certain items from the
Council have not been forwarded to the appropriate commission for
review. He feels the PWET Commission has been bypassed on certain
issues. He would like to see the Commission more productive and more
effective to the Council.

Member DeBenedet asked where the City was in regard to establishing an
erosion control ordinance. Schwartz said staff has a draft that needs to be
scheduled for a Council work session, possibly in August. He asked for a
copy and said he hoped no one would mind if he had some comments.
