City of Roseville - Planning Commission Minutes for July 12, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0712.htm <br />of homes; discussion of the Grace Church site and adjacent School District property; time for transit services and <br />their actual hours of operation; allowances at church sites for flexibility depending on other activities and/or <br />services at the church (i.e. funerals); handicapped accessible sites; frequency of Police Department calls to any of <br />the sites; and recycling availability on sites. <br />Discussion ensued regarding adding a condition for adding trash and recyclable containers at each site to <br />encourage recycling. Mr. Paschke noted the sorting problems encountered by those maintaining the sites. <br />Bob Ethan, St. Rose of Lima parking participant, advised that the Fair provided a special lot for handicapped <br />accessible buses for transport. <br />Mr. Ethan advised that he was not aware of any Police Department calls to his specific site, other than for <br />assistance when keys were locked in a car. <br />Mike Schneider, 35-year Roseville resident (1490 Centennial Dr.); 60-year Concessionaire at the Fair, advised that <br />the Fair currently only has recycling at the fairgrounds for vendors; due to the labor-intensive process in separating <br />co-mingled items. <br />Mr. Schneider also spoke in support of the park and ride sites, noting that he lived near the Centennial Methodist <br />Church site, and spoke of their efficiency and ease for attending the fair; their safety; and good neighbor <br />acceptance. <br />Robin Chattopadhyay, 1482 County Road C2, expressed his appreciation for the opportunity to use the shuttle bus <br />service; however, expressed concern that a more elaborate method for mitigation of on-street parking issues be <br />found, opining that often cars were parked almost directly in front of his driveway, making access and visibility a <br />concern. <br />Mr. Paschke encouraged Mr. Chattopadhyay to make sure staff is contacted at the time of the infraction to allow <br />adequate response and remedy. <br />Jeff Holman, 1251 Belmont Lane W, advised that, generally there was no problem with parking, but questioned the <br />restrictions church sites used during the fair to restrict parking in certain areas of their lots, necessitating parking <br />on the street. Mr. Holman advised that this made lawn care, driveway access and visibility issues a problem. <br />Mr. Paschke advised that there were often specific uses identified by the church requiring their signing a portion of <br />their lot, and that had been in effect for the entirety of the Interim Use Permit, but there appeared to be no broader <br />problem, and City Hall had not received complaints as such; and questioned whether there were isolated incidents <br />problems that would be counter-intuitive to the two-week period during the Fair. <br />Chair Traynor opined that with the Interim Use Permit having been in place for five (5) years and no major <br />problems, it would indicate that this is an example of a successful enterprise with few exceptions; and with <br />continued staff monitoring, and paying special attention to on-street parking this year and their proximity to <br />driveways, additional refinement could be done if necessary. <br />Staff and Chair Traynor encouraged residents to contact the City with their observations of any issues or situations <br />of concern for mitigation and remediation as appropriate. <br />Thom Shrimert, 30-year Roseville resident and one of the park and ride assistants at the St. Rose Parish, noted <br />that most people were appreciative of the service, rather than driving and parking at the Fair; and he was aware of <br />no complaints from neighbors, and noted that the monies collected were donated to good causes and programs by <br />neighbors; monies received donated to good causes and programs, in addition to the sites alleviating congestion at <br />the Fair. <br />Mr. Schneider spoke to the communication by radio by sites to other sites when lots are full; directing riders to <br />available lots; and radio commentary regarding the available sites and their parking status. <br />Sheila Mahnken, 2899 Lexington Avenue, suggested that sites have signage advising of alternative available <br />sites; brochures and maps; and other communication efforts by the Fair; and potential other sites for overflow <br />parking. <br />Mr. Paschke advised that the Fair is always looking for additional park and ride sites, but that sometimes <br />agreements were problematic when working out the details for both parties; and loss of some sites due to <br />redevelopment and/or construction projects in the greater Roseville area. Mr. Paschke advised that if additional <br />sites were found, they would need to return to the Planning Commission and City Council to modify their Interim <br />Use Permit. <br />3 of 122/6/2007 11.11 <br /> <br />
