City of Roseville - Planning Commission Minutes for July 12, 2006http://www.ci.roseville.mn.us/council/planning/minutes/2006/pm0712.htm <br />Mr. Holman encouraged the support of the Interim Use Permit. <br />City Engineer Deb Bloom addressed Commission comments and questions regarding on-street parking restrictions <br />provided practical challenges for the City and residents; but encouraged cooperation and flexibility during this <br />wonderful area event. <br />Discussion included communication efforts by the Fair regarding participation by the park and ride sites; and their <br />site. <br />Chair Traynor closed the Public Hearing. <br />Commissioner Roe suggested that the City and State Fair may want to provide more notice to surrounding <br />neighbors that they should contact the City regarding any problems with the park and ride facilities in order to <br />better quantify future discussion; suggesting that the Fair may wish to consider sending notice to adjacent property <br />owners to those park and ride sites. <br />Chair Traynor and Commissioner Doherty were not supportive of the City noticing everyone annually regarding the <br />and education regarding park and ride facilities and encouraging cooperation. <br />Motion: Member Doherty moved, seconded by Member Boerigter, to recommend approval of a FIVE YEAR <br />EXTENSION to the Minnesota State Fair INTERIM USE PERMIT, allowing park and ride facilities from the <br />Minnesota State Fair, based on the findings of Section 5 and conditions of Section 6 of the project report <br />dated July 12, 2006; <br />Ayes: 5 <br />Nays: 0 <br />Abstain: 0 <br />Motion carried: 5-0 <br />Chair Traynor thanked area residents and the park and ride sites for their participation and cooperation each year; <br />and reviewed the process for the July 24, 2006 City Council review of the Planning Commission recommendation. <br />c.Planning File 3772: Sky Johnson request for a CONDITIONAL USE PERMIT to allow a drive-thru at <br />Chair Traynor opened the Public Hearing. <br />City Planner Paschke reviewed the conditional use permit for this request to allow reuse of an existing drive-thru <br />window by Sky Johnson, lessee of the structure located at 1724 Lexington Avenue adjacent to the Dairy Queen <br />building and owned by Lexington Plaza LLC from Wayzata, MN and part of the 6.5 acre retail strip development <br />known as Lexington Plaza Shopping Center. The proposed use of the site would be for a coffee shop, with <br />drive-thru service window. Mr. Paschke noted that the existing service window was a per-existing <br />use/improvement that had not been used in many years; and the history of the structure was unclear, but was <br />believed to have been used in the past as a bank and one-hour photo processing facility. <br />Mr. Paschke advised that the Development Review Committee (DRC) had reviewed the proposed plan and <br />concluded that, although there was potential for a vehicle conflict to occur by blocking parking spaces and/or <br />encroachment into the southbound interior drive lane, this coffee shop/café would produce significantly less <br />vehicle traffic than a Starbucks, Caribou or Dunn Brothers facility. <br />City Engineer Deb Bloom was present and opined that potential queuing issues during peak business hours and <br />pedestrian safety concerns were determined to be self-mitigating; endorsing support for the conditional use. <br />The applicant, Mr. Sky Johnson, was present and supported the staff report, making himself available for <br />Commission questions or comments. <br />coffee business in that facility. <br />4 of 122/6/2007 11.11 <br /> <br />
