Variance Board Meeting <br />Minutes – Wednesday, December 06, 2006 <br />Page 2 <br />Mr. Lloyd advised that the required front yard setback on the property is thirty-three feet (33’), <br />pursuant to City Code; and noted that the grade at the back of the principal structure appears <br />to be approximately eight feet (8’) higher than the grade at the street; and with the location of <br />the structure on the property, expansion of the garage toward the rear or side was not <br />feasible to increase the existing garage size. The applicant intends that the garage addition <br />would be constructed of materials to match the existing home, including a ‘hipped” roof like <br />that of the main structure. <br />Patricia Maylone, Applicant <br />Discussion was held verifying the physical location of the garage front setback, using street <br />view photographs. <br />Commissioner Doherty questioned whether the new construction would alleviate the need for <br />the existing accessory structure in the back yard. <br />Ms. Maylone advised that most of the storage items could be relocated to the new garage. <br />Commissioner Doherty suggested that an additional condition be applied to the Variance, <br />given the age and condition of the existing accessory structure, for removal of the existing <br />shed once the new garage is constructed. <br />Commissioner Doherty questioned if it was Ms. Maylone’s intent to add pavement up to the <br />end of the garage. <br />Ms. Maylone advised that she was planning on having concrete installed up to the garage, <br />including a walkway alongside the driveway. <br />Commissioner Boerigter questioned the calculations on impervious surface changes. <br />Mr. Lloyd advised that, based on site conditions and property line delineations, indications <br />were that there was minimal change in impervious surface and no concern of exceeding the <br />maximum allowable impervious coverage. <br />Richard Sather, 691 Belmont Lane (next door neighbor) <br />Mr. Sather, expressing concern with his visibility to the pond, clarified total height and <br />building elevations for the new construction. <br />Mr. Lloyd advised that height would be per City Code, with a hipped roof, similar to the <br />existing structure. <br />No one else appeared for or against the project at the hearing. Chair Bakeman closed the <br />Public Hearing. <br />Commissioners Doherty and Boerigter expressed their support for the variance request. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to adopt Variance Board <br />Resolution No. 49 entitled, “A Resolution Approving a Variance to §1004 of the <br />Roseville City Code for Patricia Maylone, 699 Belmont Lane (PF 3798);” allowing for <br />the construction of an attached garage at 699 Belmont Lane in a location eleven feet <br />(11’) from the front property line, which is 18.7 feet closer to the property line than <br />Code permits; based on the comments and findings of Section 5 and the conditions of <br />Section 6 of the project report dated December 6, 2006; <br />amended to include a <br />condition that the existing accessory structure (storage shed) be removed upon <br />completion of the construction of the new garage. <br /> <br />
