Vice-Chairman: <br /> <br />(a) Shall be elected annually at the regular <br />October meeting. <br /> <br />(b) Duties: Assist the Chairman. The Vice- <br />Chairman shall preside at meetings in case <br />of absence of the Chairman. In case of <br />vacancy of the Chaillman position, the Vice- <br />Chairman shall move up as Chairman and a new <br />Vice-Chairman elected at the next regular <br />Commission meeting. <br /> <br />3. Recording Secretary - Staff Assistant: <br /> <br />(a) Is a non-voting member - will be filled by <br />the Administrative Assistant to the City <br />}!anager. <br /> <br />(b) Duties: To provide research and secretarial <br />assistance to the Comnission and comnittees. <br />\I'ill keep minutes of the meetings of the <br />Commission. <br /> <br />4. Committees: <br /> <br />(a) Will be appointed when necessary as determined <br />by the Commission. <br /> <br />(b) The Chairman shall appoint a nominating <br />committee to be composed of three current <br />Commissioners to propose a slate of officers <br />for consideration; such com~ttee to be <br />formed at least one meeting prior to the <br />scheduled election. <br /> <br />Chapter VI. <br /> <br />Meetings of the Commission <br /> <br />A. Meetings will be held monthly on a regular schedule. <br />Special meetings may be called as required. <br /> <br />Procedures for Action and Reporting: <br /> <br />A. Comnittees will relay information and make ',Titten <br />recommendations to the Comnission. <br /> <br />Chapter VII. <br /> <br />B. The Commission will discuss information and recommend- <br />ations and approve or reject same. This action (in <br />the form of a report with an appropriate motion) shall <br />be referred to the City Council and/or State Depart- <br />ment of Hlnnan Rights. <br />
