Discussion
centered around the Minnesota Department of Human Rights'
apparent unwillingness to refer grievances. The League of
Minnesota Human Rights Commissions sent a letter to member
commissions (copy attached) stating the apparent reasons for
this unwillingness and asking that each commission write to
the State Commissioner of Human Rights, David Beaulieu. The
content of such a letter was discussed and it was decided to
request that the City Manager and Commission Chair Deutsch
prepare and sign such a letter with a copy to the League.
At the same time, a city attorney's opinion will be
requested regarding the extent to which the state has
jurisdiction over the city's no-fault grievance procedure.

IV.
