IV. Cable Protect <br />Deutsch asked the Commissioners to review a draft ordinance <br />appointing one commissioner from the Roseville Human Rights <br />Commission to the North Suburban Human Rights Cable Project. <br />The appointed commissioner would have the authority to <br />approve, on behalf of the City, the release of videos which <br />address human rights issues. The Commission determined that <br />it was to soon to present such an ordinance to the Council and <br />would discuss it at a later meetings. <br />Norrgard presented a resolution he had drafted (see attached). <br />Norrgard moved, Borden seconded the attached resolution. Roll <br />Call: All ayes. <br />V. Youth Participation on the Commission <br />Norrgard requested that a Junior from the Roseville area be <br />invited to serve on the Roseville Human Rights Commission. <br />The student would serve a one year term beginning January 1 to <br />December 31 with all the responsibilities and voting <br />privileges of a full commission member. Norrgard stated that <br />he would like a student and resident of Roseville. Johnson <br />stated that the position would have to be advertised and <br />filled through the normal appointment process. The Commission <br />discussed if there should be an increase in the number of <br />Commission members to 11 and questioned if an underage member <br />could have voting rights. The Commission also determined that <br />the student had to be a resident of Roseville but didn't have <br />to go to a Roseville school. <br />VI. <br />Norrgard made the motion: <br />The Human Rights Commission requests the appointment of a <br />youth member whose term would begin January 1 through December <br />31. That the youth be a resident of Roseville and a junior in <br />high school at the beginning of the term. That the Council <br />appoint the youth through the normal appointment process and <br />that the youth be a full standing member of the Commission <br />with all its rights and responsibilities. <br />Norrgard moved, Trainor seconded that the motion be adopted. <br />Roll Call: All ayes. <br />The subject of cablecasting Human Rights Commission meetings <br />was addressed using the Planning Commission cablecasts as an <br />example. Norrgard stated that, because the topics the Human <br />Rights Commission addresses are different from those of the <br />Planning Commission, the Human Rights Commission is better off <br />with a focused and deliberate cable program. Larmore said she <br />would like to publicize local activities and wonders how that <br />could be done if they cablecast Commission meetings. Borden <br />stated that the Human Rights Commission would have to have a <br />divided agenda. He was concerned about discussing grievances <br />on cable and stated that it might jeopardize the privacy of <br />
