<br />Roseville Human Rights Commission Minutes <br />April 9, 1996 <br /> <br />2 <br /> <br />Given the obstacles faced by the subcommittee in trying to get the video project <br />underway, the Commission agreed that the focus should be placed on <br />developing and implementing ideas for the Cable TV show. The members of the <br />Shoreview Commission were encouraged to participate in the program <br />development. <br /> <br />VI. Grievance Update <br /> <br />No report. Bergquist distributed copy of 1996 Minn. Sess. Law Ch. 388, <br />regarding changes in evidentiary privilege for individuals presiding at any <br />alternative dispute resolution. <br /> <br />Trainor expressed concern over the DHR's apparent failure to submit pending or <br />current grievances to local commissions. McKenzie reported that Winona and <br />several other cities are thinking of going to the Legislature to ask for <br />intervention, pursuant to the jurisdiction over grievances granted local <br />commissions in Minn.Stat. S 363.115. The Commission also discussed sending <br />a letter regarding this issue to the DHR, signed by all northern metro <br />Commissions. McKenzie mentioned that Anderson was attending a DHR task <br />force meeting to address this issue, and suggested the issue be tabled until <br />Anderson is able to report the task force findings to the Commission. <br /> <br />VII. School Outreach <br /> <br />McKenzie mentioned that the City should have information on the Minnesota <br />Advocate for Human Rights "Partners" Program. Staff has not yet received <br />anything at City Hall. <br /> <br />VIII. Student Commissioners <br /> <br />Malark reported that Roseville Area High School would not permit her to address <br />student assemblies or smaller groups in order to recruit student members. The <br />school did agree to participate in advertising for the positions. <br /> <br />The Commission reiterated an interest in recruiting two students for the coming <br />academic year, and expressed a desire to give both students voting rights. Staff <br />reported that in the opinion of Steve North, Assistant City Manager, the <br />responsibilities of the student liaison position did not originally include voting <br />rights. Staff will review council minutes to see if voting rights for students were <br />ever actually permitted, and check on the feasibility of giving any future students <br />full membership responsibilities. <br />
