Human Rights Commission Minutes
Tuesday, June 12, 2001

1) Call to Order
Chair Alexis Orosz called the meeting to order at 7:00 p.m.

2) Roll Call
Members Present: Issac Afwerke, Jill Bergquist, Phillip Crump, Howard Wagner,
Thelma McKenzie, Alexis Orosz and Rita Stanoch

Members Absent: Brenda Boily-Salmanpour (unexcused) and Stephen Smith
(excused).

Others Present: Christine Butterfield and Joel J amnik

3) Approval of Minutes
Thelma McKenzie moved and Howard Wagner seconded the approval of the minutes
of April 10,2001. Motion passed by unanimous vote. The Commission met without
a quorum on May 8, 2001 and the Commission acknowledged the discussion
recorded for that date.

4) New Business
Prior to the June 12,2001 meeting, Alexis requested that the Commission discuss
information forwarded to the Commission by Howard Wagner concerning an alleged
bias crime in late May. City Attorney Joel Jamnik, spoke to the Commission
regarding this matter and reviewed the Commission's charge and activities related to
such alleged bias crimes. Joel indicated that the Commission could acknowledge the
existence of the incident to the victim and indicated that the Commission would
monitor the case. However, the City Attorney indicated that communication must be
limited to this level or could potentially jeopardize a victim's ability to secure
remedies. In addition, he said that under no circumstance should the Commission
apologize for the incident due to liability concerns. He advised the Commission that
they could contact the individual at the conclusion of the case to secure evaluative
information on how they were treated in Roseville.

Joel indicated the he would meet with Assistant City Manager Christine Butterfield
and the Deputy Chief of Police Carol Sletner to review the City's internal process and
the current Human Rights Commission plan and provide comments for potential
adjustments.

5) Community Awareness Status
-Philip indicated that he and Howard would meet the next Tuesday and report
proposed plans back to the Commission for comment and planning purposes.
