Roseville Human Rights Commission
Meeting Minutes - October 10, 2006

willingness to build a relationship with the Commission. Commissioners voice their enthusiasm. .

Commissioners discussed including their personal contact information in the packets; however,
upon reflection determined that it would be more prudent to have a general staff contact number in
order to avoid updates to the packets any more often than necessary, suggesting the staff liaison.

Chair Delmore indicated that she had understood that Communications Specialist, Tim Pratt, would
be attending tonight's meeting for further discussion of the packet; however, noted that was
apparently not the case.

Further discussion ensued regarding obtaining sample brochures. Commissioner McGehee
volunteered to assist in obtaining sample brochures from other communities. However, Chair
Delmore advised that there would be no need for her to delegate that chore; noting that she would
download samples to have available for discussion at the next meeting.

Update on Essay Contest
Chair Delmore distributed a bench handout entitled, "2006-2007 Essay Contest Timeline," as
provided by staff for the Essay Contest, attached hereto and made a part thereof. (no copy
available).

There was some confusion as to what had been distributed to the schools and what was available
for distribution, as a sample, for Commissioners.

There was no clear consensus of the process and/or status ofthe contact with schools. Chair
Delmore made a note to clarify with staff where the process was at.

.

Update on Complaint
Chair Delmore led a discussion and update on the complaint of residents, Jim & Muoi Duhl, 2415
Lexington Avenue, and their ongoing problems with neighbors and City personnel.

Discussion included the complaints within the auspices of the Commission, and those being
handled by City staff; miscommunications issues; recent correspondence received from the Duhl's
(no copy available); previous request for Mrs. Duhl to provide the Commission with a
chronological timeline and documentation of events, which hadn't been received to-date; status of
code inspection complaints and issues with past and current neighbors; the problem and actual
department dealing with the "squirrel trap" complaint; and code enforcement problems.

Commissioner Higbee opined that the actual complaint was not clear, and noted the need to clarify
those issues within the jurisdiction of the Commission; observing that there were a number of
complaints that appeared to be related to land use and/or code enforcement issues.

Chair Delmore advised that she would be meeting with Interim City Manager Miller on October
19,2006; and intended to discuss various items with him; including how and why this
miscommunication occurred. Chair Delmore noted that there was no form used to lodge Human
Rights complaints; and an apparent lack of understanding regarding the process to follow, for

.
