Commissioners, staff and residents. <br /> <br />Commissioner Venters requested that Chair Delmore copy the Commission on her e-mail <br />correspondence with Mr. Miller related to this issue, so everyone was on the same page. <br /> <br />Commissioner McGehee noted the issues involved with water runoff from neighboring properties; <br />opining that they could become serious issues without a clear policy, as she had previously <br />discussed with staff, and citing an example within her own neighborhood. Commissioner <br />McGehee suggested the complainant meet with Public Works staff related to the water runoff issue. <br /> <br />Commissioner Higbee opined that there appeared to be some trespass issues related to the gutter <br />extension concerns. <br /> <br />Chair Delmore again referenced her upcoming meeting with Mr. Miller and her desire that he seek <br />a solution to this complaint. <br /> <br />Commissioner Higbee suggested that part of the discussion between Chair Delmore and Mr. Miller <br />be the actual process to be followed; the status of the squirrel traps and water runoff issues. <br /> <br />Commissioner Venters concurred that there was a need to clarify communication. <br /> <br />. <br /> <br />New Business/CommunicationIBudget <br />Chair Delmore presented a $70 reimbursement request from former Commissioner Thelma <br />McKenzie for conference attendance/registration. <br /> <br />Chair Delmore, and Commissioners, expressed considerable confusion as to whether the request <br />was for a meeting already attended or an upcoming meeting. Discussion ensued regarding who <br />was authorized to attend meetings representing the Commission; activities of the State Human <br />Rights Board and subsequent Commission involvement; and current membership on the <br />Commission. <br /> <br />Commissioners concurred that clarification was needed with Carolyn Curti; and recognized <br />Thelma's interest and involvement in Human Rights activities, and hoped she would be returning to <br />the Commission as a member in the near future. Commissioners further concurred that, if the <br />request were for an upcoming event, they were supportive of Thelma's request for reimbursement. <br /> <br />Commissioner Venters opined the need for a report back to the Commission, for anyone attending <br />as a representative of the Commission, and not as an individual resident of the community. <br /> <br />Commissioner Higbee opined that the Commission could be setting a dangerous precedent. <br />Commissioner Venters concurred. <br /> <br />It was determined that the State Human Rights Board meeting was scheduled for Saturday, <br />December 2, 2006; and Commissioner Higbee moved and Chair Delmore seconded the attendance <br />. at the meeting by Commissioner Venter, who had previously expressed interest in attending, <br />
