Motion carried 4/0. <br /> <br />. <br /> <br />Following the motion, discussion was held as to the amount available in the Human Rights <br />Commission budget. Chair Delmore noted the need to obtain current and detailed information from <br />staff. Commissioners noted the recent t-shirt expenditure; and questioned whether there was a <br />policy related to attendance of meetings. <br /> <br />As well as noting the information request in the meeting minutes as directed, Recording Secretary <br />Stowell suggested that Chair Delmore also add that to her list of discussions items for her <br />upcoming meeting with Mr. Miller. <br /> <br />Commissioner Higbee noted that he had yet to contact a youth representative to serve on the <br />Commission. Discussion ensued regarding viable candidates and recent news articles for possible <br />applicants. Commissioner Higbee advised that he would pursue the matter. <br /> <br />Commissioners questioned if there was an attendance policy for commissioner attendance at <br />meetings; and discussed ways to encourage fellow commissioners to attend the monthly meeting on <br />a more regular basis. Chair Delmore advised that she would send an e-mail reminder to all <br />commissioners for the next meeting to determine its effectiveness. <br /> <br />Considerable discussion was held regarding affirmative action and/or equal opportunity <br />employment opportunities available within the City's Police Department. Discussion items <br />included the need for the department to more effectively reflect the changing demographics of the . <br />community in their hiring processes. <br /> <br />Chair Delmore advised that Police Chief Carol Sletner had assured her that substantial training was <br />provided to officers related to affirmative action; however, she questioned the content of the <br />training as it related to enhancing communication with the City's diverse cultures. <br /> <br />Commissioner Venters suggested that Chair Delmore include this in her discussion with Mr. Miller <br />to determine ways the Human Rights Commission can work with the Police Department and <br />encourage staff to come up with ideas. <br /> <br />Commissioner McGehee questioned the accuracy of the 40% diversity estimate for the City; <br />opining that it was not an accurate representation and the community was actually more diverse due <br />to the low-paying jobs and the cultures represented in those jobs in nursing homes, fast food <br />restaurants, and retail businesses. Commissioner McGehee further opined that the numbers were <br />based on School District figures from a broader area, rather than only the Roseville community. <br />Commissioner McGehee suggested that the Police Department needed to address the needs of the <br />citizens of Roseville and retail customers shopping in Roseville. Commissioner McGehee <br />volunteered to follow up on the numbers. <br /> <br />Commissioner McGehee further opined that the Police Department was currently too lax, and <br />needed to consider the language issue, and provide bi-lingual training for officers; and recruit <br />volunteer translators as a community resource to serve when appropriate. <br /> <br />. <br />
