Chair Delmore specifically questioned if candidates for vacancies <br />would be interviewed and if their appointment would be made by the City Council as a whole. <br /> <br />City Manager Malinen reviewed the appointment process and guidelines for City Advisory <br />Commissions and how they differed substantially from the Statutory and Mayoral appointment, <br />and ultimate City council ratification, of HRA board members. City Manager Malinen clarified <br />misperceptions of the appointment process and the Mayor's appointment of former <br />Councilmember Dean Maschka to the HRA through September of 2007, recognizing his passion <br />for housing issues and experience in the financial field for housing and funding options in <br />achieving goals for affordable housing and diverse housing options in the City. <br /> <br />Discussion ensued regarding the application process and whether an application was actually <br />necessary when the Mayor was making appointments to the HRA. <br /> <br />City Manager Malinen encouraged commissioners to encourage applicants and assist in <br />recruiting for the current HRC vacancy; and clarified that the HRC consisted of 7 members, in <br />addition to 1 Youth Commissioner (non-voting). <br /> <br />Commissioner McGehee opined that ifthe HRC became involved in a viable project, there may <br />be more interest from the community in becoming involved in the HRC. <br /> <br />City Manager Malinen observed that citizens can be encouraged to volunteer for events or <br />activities whether they're sitting on commissions or not. <br /> <br />Commissioner McGehee opined that the City could coordinate tutoring and family support <br />networks through senior citizen communities and/or churches. <br /> <br />Other <br />Chair Delmore verified that May's HRC Agenda would include: Youth Commissioner criteria; <br />St. Paul Foundation; follow-up with City Manager Malinen on a City complement/input form; <br />and that Commissioners should encourage candidates to apply for the HRC vacancy. <br /> <br />All Commissioners concurred that the meeting and district's presentation had been very <br />productive, informative, and encouraging. <br /> <br />Adjournment <br />Commissioner McGehee moved and Commissioner Venters seconded adjournment of the <br />meeting at 8 :22 p.m. <br />
