Based on a planning level critical lane calculation, this intersection is handling volumes that <br />exceed its design capacity, with approximately 885 vehicles per hour. The typical capacity <br />threshold for an unsignalized intersection is approximately 700 vehicles per hour. <br /> <br />. The overall average intersection delay is reported as 42 seconds, which represents LOS E. <br />Mitigation should be provided to improve the operations to LOS D or better. <br /> <br />Snelling A venue/Lvdia Avenue <br /> <br />. A review of the Synchro model outputs indicates that the signal phasing is not consistent <br />between the a.m. and p.m. peak hour analyses. One analysis includes protected-permissive <br />phasing and the other protected only phasing (eastbound and westbound approaches). <br /> <br />Snelling Avenue/Lvdia Avenue and Snelling Avenne/Countv Road C2 <br /> <br />. The construction of dual eastbound left-turn lanes was recommended as an improvement; <br />however, the signal phasing includes protected-pennissive phasing. This is an unsafe <br />condition and is not typical for dual left turn-lanes. <br /> <br />. With the recommended improvements, the intersection continues to operate at LOS F. <br />Recommendations should be made to improve intersection operations to LOS D or better. At <br />a minimum, comments should be made that only high cost major improvements would <br />improve the operations to an acceptable level of service. <br /> <br />TRIP GENERATION, DISTRIBUTION AND GROWTH <br /> <br />. The Northwestern College Traffic Study projects 6,250 p.m. peak hour trips to be generated <br />by the adjacent AUAR development. This is consistent with the most recent Twin Lakes <br />AUAR Update (projected to generate 6,500 p.m. peak hour trips). <br /> <br />. The directional distribution used for the adjacent AUAR development was taken from the <br />previous AUAR completed in May 2001, which is consistent with the most recent Twin <br />Lakes AUAR Update. <br /> <br />. Annual growth rates applied to background traffic as part of this Master Plan were found to <br />be similar with the most recent Twin Lakes AUAR Update. <br /> <br />YEAR 2026 CUMULATIVE CONDITIONS (BUILD) <br /> <br />Fairview A venue/Lvdia Avenue <br /> <br />. The operations analysis results and recommendations are consistent with the recently <br />completed micro-simulation modeling of this area. <br />
