Councilmember Pust further noted that the applicant appeared to not be expressing a willingness to consider either option; but was rather asking the City Council to disregard the recommendation of both staff and the Planning Commission by going forward without staff having the opportunity to complete a thorough analysis of the re- quested information, and apologized if the applicant interpreted the process as inconvenient. Mayor Klausing commiserated with staff s and the applicant's frustra- tions; however, noted the City Council's inability to make a decision without staffls complete analysis and the applicant's submission of sufficient materials and staff's complete analysis of that information to provide recommendations. Mayor Klausing also expressed his per- sonal frustration with the area developing piecemeal without envi- ronmental review, rather than area-wide development. Mayor Klaus- ing suggested it may be more worthwhile, rather than the applicant's ongoing expressions of disagreement and frustration with staff's re- quests for information, and in an effort to move forward, it may be more appropriate for the applicant to respond to which of the above- referenced options they wished to pursue. Further discussion ensued with City Attorney addressing the appli- cant's claim of lack of specificity on the EAW, noting that staff didn't need to define a scope for the applicant on the EAW, as the EQB pro- vided ageneric form used for every development project that should be familiar to the developer and their consultants and engineers. Councilmember Kough expressed his support of the proposed hotel due to increased tax revenues and hotel tax revenues for the Roseville Visitors Association. Roe moved, Ihlan seconded, that the City Council suspend their rules, extend their curfew by '/2 hour to 10:30 p.m., and waive the requirement that no new items be taken up after 10:00 p.m. Roll Call Ayes: Kough; Pust; Ihlan; Roe and Klausing.
