Councilmember Pust further noted that the applicant appeared <br />to not be expressing a willingness to consider either option; but was <br />rather asking the City Council to disregard the recommendation of <br />both staff and the Planning Commission by going forward without <br />staff having the opportunity to complete a thorough analysis of the re- <br />quested information, and apologized if the applicant interpreted the <br />process as inconvenient. <br />Mayor Klausing commiserated with staff s and the applicant's frustra- <br />tions; however, noted the City Council's inability to make a decision <br />without staffls complete analysis and the applicant's submission of <br />sufficient materials and staff's complete analysis of that information <br />to provide recommendations. Mayor Klausing also expressed his per- <br />sonal frustration with the area developing piecemeal without envi- <br />ronmental review, rather than area-wide development. Mayor Klaus- <br />ing suggested it may be more worthwhile, rather than the applicant's <br />ongoing expressions of disagreement and frustration with staff's re- <br />quests for information, and in an effort to move forward, it may be <br />more appropriate for the applicant to respond to which of the above- <br />referenced options they wished to pursue. <br />Further discussion ensued with City Attorney addressing the appli- <br />cant's claim of lack of specificity on the EAW, noting that staff didn't <br />need to define a scope for the applicant on the EAW, as the EQB pro- <br />vided ageneric form used for every development project that should <br />be familiar to the developer and their consultants and engineers. <br />Councilmember Kough expressed his support of the proposed hotel <br />due to increased tax revenues and hotel tax revenues for the Roseville <br />Visitors Association. <br />Roe moved, Ihlan seconded, that the City Council suspend their rules, extend their <br />curfew by '/2 hour to 10:30 p.m., and waive the requirement that no new items be <br />taken up after 10:00 p.m. <br />Roll Call <br />Ayes: Kough; Pust; Ihlan; Roe and Klausing. <br />Nays: None. <br />
