Discussion -Discuss Issuing a Building Permit for an Addition to <br />the Gold Eagle Building, 1233 Larpenteur Avenue <br />City Engineer Debra Bloom reviewed the request of the owner of <br />Gold Eagle at 1233 Larpenteur Avenue for a building permit for an <br />addition to their existing building, which was constructed in 1961. <br />Ms. Bloom briefly outlined the staff analysis detailed in the staff re- <br />port dated June 18, 2007, including policy considerations; City Attor- <br />ney consultation with staff; history of the Gottfried Pit subwatershed, <br />owned and operated by Ramsey County; staff monitoring of the berm <br />and pit as applicable with significant rainfall events; and identification <br />of the site as a problem area in the 2006 storm water report. <br />Ms. Bloom further reviewed City Code, Section 1016.26B2 as it re- <br />lated to three policies addressed in the City's Comprehensive Surface <br />Water Management Plan developed in 1990 and updated in 2003, as <br />they relate to buildings in subwatersheds, and addressing freeboard <br />requirements; freeboard requirements for landlocked areas; and a vul- <br />nerable area emergency response plan. <br />Ms. Bloom reviewed and supported the City Council directing staff to <br />develop a vulnerable area emergency response plan in order to issue a <br />building permit at 1233 Larpenteur Avenue; with the owner indemni- <br />fying the City from any damages to his property due to flooding in <br />this subwatershed. Ms. Bloom noted applicable plan conditions, still <br />to be drafted, including: <br />• SCADA to include property owner phone number to alert when <br />elevation reaches 908; <br />• Addition to be at 913.6 (2' above 2003 storm); <br />• Plan recorded and filed against property (current and future own- <br />ers); and <br />• Indemnification language <br />Ms. Bloom and Councilmembers continued discussion of the elements <br />of the plan; and engineering solutions and installation by the applicant <br />of an underground chamber as part of the construction to further re- <br />duce their rate. <br />
