Discussion -Discuss Issuing a Building Permit for an Addition to the Gold Eagle Building, 1233 Larpenteur Avenue City Engineer Debra Bloom reviewed the request of the owner of Gold Eagle at 1233 Larpenteur Avenue for a building permit for an addition to their existing building, which was constructed in 1961. Ms. Bloom briefly outlined the staff analysis detailed in the staff re- port dated June 18, 2007, including policy considerations; City Attor- ney consultation with staff; history of the Gottfried Pit subwatershed, owned and operated by Ramsey County; staff monitoring of the berm and pit as applicable with significant rainfall events; and identification of the site as a problem area in the 2006 storm water report. Ms. Bloom further reviewed City Code, Section 1016.26B2 as it re- lated to three policies addressed in the City's Comprehensive Surface Water Management Plan developed in 1990 and updated in 2003, as they relate to buildings in subwatersheds, and addressing freeboard requirements; freeboard requirements for landlocked areas; and a vul- nerable area emergency response plan. Ms. Bloom reviewed and supported the City Council directing staff to develop a vulnerable area emergency response plan in order to issue a building permit at 1233 Larpenteur Avenue; with the owner indemni- fying the City from any damages to his property due to flooding in this subwatershed. Ms. Bloom noted applicable plan conditions, still to be drafted, including: • SCADA to include property owner phone number to alert when elevation reaches 908; • Addition to be at 913.6 (2' above 2003 storm); • Plan recorded and filed against property (current and future own- ers); and • Indemnification language Ms. Bloom and Councilmembers continued discussion of the elements of the plan; and engineering solutions and installation by the applicant of an underground chamber as part of the construction to further re- duce their rate.
