City Council Study Session <br />1VIonday, August 20, 2007 <br />Page 10 <br />Councilmember Pust advised that, prior to her recommendation at to- <br />night's meeting, she had reviewed her copious notes from past public <br />hearing and meeting comments; noting that the public didn't express <br />opposition to those amendments she was proposing; further noting <br />that she was not proposing action on those items not supported by the <br />community to-date, allowing for further study and/or consideration. <br />Councilmember Ihlan opined that there was fairly specific language <br />proposed by citizens during public input, specific to sliding scale for- <br />mula calculations; and further opined that if the City Council chose <br />not to waste the time of concerned citizens choosing to provide input <br />to decision-making, alternative language for ~-1 zoning be drafted for <br />Council review and consideration. <br />Councilmember Roe clarified that, related to Councilmember Ihlan` s <br />continents on B-1 zoning, the study group had reconunended no <br />changes to current ordinance in terms of lot splits; and opined that the <br />recommendation of a citizen group for sliding scale lot size calcula- <br />tions was not being disregarded, just not acted upon at this time and <br />with this recommendation of Councilmember Pust. <br />Discussion included designation of an overlay zoning district for sin- <br />gle-family lots platted prior to 1959 to clarify and ensure that they re- <br />main legally nonconforming lots, with a determination that such <br />amendment legislation had already been adopted; and distinct inter- <br />pretation by individual Councilmembers on proposed amendments. <br />Mayor Klausing reviewed the process to-date for amending zoning <br />and/or land use codes again, noting that the Study Group had received <br />extensive public comment prior to their report: staff preparation of a <br />report outlining proposed ordinance language consistent with City <br />Council direction and based on a template of the single-family resi- <br />dential lot split study group's consensus recommendations as defined; <br />those proposed amendments to the Planning Commission for public <br />hearing and recommendation to the City Council, considering public <br />comment in those recommendations. Mayor Klausing noted that citi- <br />zens were welcome to reiterate their argument at the Planning Com- <br />mission level on a proposed sliding scale, as well as during public <br />comment to the City Council. <br />
