City Council Study Session <br />Monday, August 20, 2007 <br />Page 9 <br />would require more time for development; the other items appeared to <br />be more administrative in nature. <br />Councilmember Ihlan opined that the report didn't reflect public <br />comment, and was not supportive of moving forward without consid- <br />ering that public input, specifically Section B, Subdivision Code, Item <br />1 for a sliding scale formula based on relative sizes of surrounding <br />residential lots. <br />Mayor Klausing reviewed the process followed for the study, and <br />questioned whether it may have been inadvertently inverted by Coun- <br />cilmember Ihlan; noting that the study group held public hearings and <br />made their recommendations based on public comment heard at those <br />hearing; and questioned whether after the process when the public <br />talces exception to the recon:~mendations, and attempts to make sup- <br />plementary reconunendations to the report. Mayor Klausing spoke in <br />support of Councilmember Pust's recommendations as a starting point <br />by implementing the recommendations of the study group; and to re- <br />quest staff to incorporate ordinance amendments for Council consid- <br />eration of those amendments. Mayor Klausing noted that, during that <br />process and discussions of the proposed legislation, it could be deter- <br />mined whether certain provisions needed further modification. <br />Councilmember Roe concurred with Councilmember Pust's recom- <br />mendation and Mayor Klausing's process observations; noting that, as <br />with any zoning ordinance amendments, the process included further <br />public hearings held at the Planning Commission level and the Com- <br />mission's recommendation to the City Council following that public <br />comment. <br />Councilmember Kough opined that there were certain areas of Rose- <br />ville where large lots should remain; however, further opined that <br />there were other areas where property owners had a right to split their <br />lots. Councilmember Kough spoke in support of adopting an ordi- <br />nance similar to that of the City of Minneapolis, or the City of St. <br />Paul, with sufficient public hearing notification at the Planning Com- <br />mission level to adjacent property owners within 300'. <br />
