Councilmember Ihlan ques- <br />tioned why each of the three (3) scenarios included such large <br />amounts of retail, when that was what created such controversy in the <br />first development proposal and subsequent court action. Council- <br />member Ihlan further opined that the Comprehensive Plan included <br />"zero" retail. <br />IVlayor Klausing noted that there were two (2) different issues: 1) <br />whether public comments get addressed as part of the record, noting <br />that they would be incorporated into meeting minutes, with Council- <br />members free to consider them and give their individual weight to <br />them; and 2) whether the public comment on the AUAR rendered the <br />AJAR inaccurate and incomplete. Mayor Klausing advised that he <br />wanted an opportunity to review his notes and other discussions to- <br />date, and would provide questions for staff if his review created that <br />necessity, with the whole City Council making a final determination. <br />Mr. Darrow advised that it was staff s obj ective to take tonight's pub- <br />lic comment and develop them into written text for next week`s City <br />Council meeting, and staff s responses to verbal and written comment. <br />Councilmember Pust opined that several members of the public had <br />argued that the Comprehensive Plan had one (1) scenario indicating <br />no retail component, and were rightly criticizing the City Council that <br />it appeared they were ignoring that situation. Councilmember Pust <br />noted legal counsel received in writing by the City Council, and <br />whether that information had been made public, and if not, that the <br />public needed to be privy to that information providing individual <br />Councilmember rationale for their decision-making. <br />Councilmember Ih1an opined that the question was not whether retail <br />was a legal use, but was a policy question; further opining that each of <br />the three (3) scenarios included a substantial retail portion, and ques- <br />tioned why the City Council was choosing to consider retail-heavy <br />scenarios. Councilmember Ihlan opined that she was not supportive <br />of big box retail, or a retail strip mall; and further opined that Coun- <br />cilmember Kough was not supportive of either as well.
