Coun- <br />cilmember Ihlan advised that she would bring a motion to the next <br />meeting, to direct staff to draft a moratorium. <br />Councilmember Kough spoke in support of a moratorium; however, <br />opined that nothing on the Council had changed regarding the major- <br />ity opinion, and his and Councilmember Ihlan's minority opinion. <br />Councilmember Roe clarified that he was not personally interested in <br />paving the way for big box retail. <br />Councilmember Ihlan used the redevelopment of the Ford Plant prop- <br />erty by the City of St. Paul, and their planning process for community <br />planned and supported development. <br />Councilmember Pust clarified that there were two (2) distinctions be- <br />tween the City of St. Paul and the City of Roseville: St. Paul didn't <br />have a moratorium in place, and no private property owners impacted. <br />e. refinance - I~.ental Licensing rd.inance <br />~IR.A Consultant Cathy Bennett reviewed the staff memorandum <br />dated August 20, 2007, providing a history of and citizen advisory <br />group involvement in recommending a proposed rental registration <br />ordinance. Areas of concern and key issues regarding rental housing <br />and housing codes in general included, lack of accurate data on rental <br />properties; staff lack of authority to enter properties suspected of <br />overcrowding; protracted process for resolving complaints; too many <br />
