City Council Study Session <br />1VIonday, August 20, 2007 <br />Page 17 <br />cars and lack of adequate parking; and impact of implementation of <br />the new Property Maintenance ®rdinance. <br />Staff met with City Attorney Jay Squires to draft an ordinance, as pre- <br />sented, to meet recommendations of the citizen advisory group to al- <br />low for rental property registration for those properties with one (1) to <br />four (4) units to provide a more user-friendly way to address problem <br />properties, while allowing those properties in compliance to avoid on- <br />erous regulations. <br />Councilmember Ihlan questioned whether a fiscal impact analysis had <br />been completed for implementation, and whether the proposed regis- <br />tration fee would pay for the program. <br />IVIs. Bennett advised that the proposed registration fee of $25/property <br />owner anticipated revenue generation of approximately $25,000, with <br />the anticipated cost for implementing the program estimated at <br />$50,000. Ms. Bennett reviewed implementation costs, including a <br />proposed administrative coordinator position; brochures, forms, and <br />educational opportunities through the City's website, mailing costs, <br />software upgrades, and organization meetings for implementation and <br />funding for part-time, seasonal inspectors to begin addressing code is- <br />sues. 1VIs. Bennett advised that the HRA had included start-up costs in <br />their proposed budget. <br />Councilmember I'ust noted that recently-adopted policy by the City <br />Council provided that any new ordinance include a fiscal note for ad- <br />ditional information to the City Council before adopting new legisla- <br />tion. <br />Discussion included penalty provisions (misdemeanors); registration <br />incentives for conforming property owners and citizens; and minority <br />problem compliance properties using stricter procedures and fines. <br />Councilmember Roe questioned rationale for staff s recommended <br />ordinance based on his recollection of the citizen advisory group's <br />less onerous and expansive recommendations concerning registration <br />versus enforcement. <br />
