City Couucil Study Session <br />Monday, August 20, 2007 <br />Page 7 <br />Councilmember Ihlan opined the need for the City Council to deter- <br />mine scoping and tasking the chosen consultant; and their involve- <br />ment with the City Council. Councilmember Ih1an further opined the <br />need for the consultant selection to be placed early on the agenda to <br />allow adequate discussion. <br />Mayor Klausing requested staff to follow up with scheduling the time <br />to determine a realistic August 27th City Council agenda. <br />City Manager Bill Malinen advised that he would contact Mayor <br />Klausing to review the August 27th agenda to determine what time <br />was available; or if, after consulting with individual Councilmembers, <br />additional time outside the regular meeting would be workable. <br />Mr. Darrow sought clarification from the City Council as to what staff <br />should advise the three (3) consulting firms for their preparation for <br />the meeting: whether they should prepare a presentation; past practice <br />in not using names of firms until a final selection was made; and how <br />the proposals should be presented. <br />Councilmember Ihlan opined that the consulting firms didn't need to <br />prepare a presentation; but that they should be prepared for individual <br />Councilmembers to ask questions if they so desired. <br />Councilmember Roe concurred that no presentations were necessary. <br />Scheduling hest®nes <br />Councilmember Pust opined that there was a substantial time allot- <br />ment between initial consultant award and finalized product, and that <br />it seemed prudent to identify monthly accomplishments or goals. <br />Mayor Klausing noted the unique situations encountered by the City, <br />highlighting senior staff turnover, and the possible need for requesting <br />an extension. However, Mayor Klausing spoke in support of not <br />seeking an extension unless absolutely necessary, with the goal in <br />mind of moving through the process as quickly as possible. <br />Mr. Darrow sought direction on the proposed September 19, 2007 <br />project kick-off meeting; by which time the consultant would have <br />
